다국어 초록 (Multilingual Abstract)

This study aims to show that the US’s aggressive foreign policy, which reached its height with the invasion of Iraq in 2003, was partly caused by the dual nature of liberalism. Liberalism is a progressive idea in that it emphasizes the fundamental importance of freedom in human life. Recently, however, a group of liberal politicians, scholars, and intellectuals have been arguing for the forceful propagation of liberal ideas and institutions for those states and their people who are unwilling to accept the legitimacy of those ideas and institutions or are incapable of realizing those principles. this means that liberals are acting illberally and intolerably in their efforts to diffuse liberal ideas and institutions. This study, by taking the example of John Stuart Mill, illuminates this dual nature of liberalism and shows how it is reflected in American foreign policy.
