신흥공여국 브라질의 국제개발협력: 주요 전략과 목적 = Brazil as an Emerging Donor in International Development Cooperation: Key Strategies and Objectives

국문 초록 (Abstract)

이 연구는 브라질의 국제개발협력 전략을 현실주의적 및 구성주의적 관점에서 분석하였다. 현실주의적 관점에서 브라질의 국제개발협력은 외교적․경제적 이익을 극대화하고 국제무대에서의 영향력을 확대하려는 전략적 도구로 이해된다. 특히 UN 안전보장이사회 상임이사국 지위 획득과 남미 지역에서의 리더십 공고화가 중요한 목표로 작용한다. 반면, 구성주의적 관점에서는 브라질이 남남협력 이념을 통해 글로벌 사우스의 리더로 자리매김하고 새로운 국제 규범을 창출하려는 시도로 해석된다. 본 연구는 브라질의 국제개발협력 목적을 이론적으로 접근하였으나, 연구 방법의 제한성으로 인해 정책 결정 과정에서 다양한 이해관계자들의 역할과 현장 실증 데이터 분석이 부족하다는 한계를 지닌다. 후속 연구에서는 브라질의 협력이 수원국에 미치는 실질적 영향을 평가하고, 다른 신흥공여국과의 비교 연구 및 국내적 요인 분석을 통해 브라질의 국제개발협력 전략을 보다 심도 있게 탐구할 필요가 있다.

This study analyzes Brazil’s international development cooperation strategy from both realist and constructivist perspectives. From a realist viewpoint, Brazil’s international development cooperation is understood as a strategic tool aimed at maximizing diplomatic and economic interests, and expanding its influence on the global stage. Key objectives include securing a permanent seat on the UN Security Council and solidifying leadership within the South American region. Conversely, the constructivist perspective interprets Brazil’s actions as an attempt to position itself as a leader of the Global South by promoting the ideology of South-South cooperation and creating new international norms. This study theoretically approaches Brazil’s development cooperation objectives but is limited by its reliance on methodology that does not fully capture the roles of various stakeholders in the policy-making process, nor does it include sufficient empirical data from on-the-ground implementation. Future research should focus on evaluating the tangible impacts of Brazil’s cooperation on recipient countries, comparing it with other emerging donors, and exploring how domestic social and economic factors influence Brazil’s international development cooperation strategies.
