과학기술혁신정책의 변화, 혁신실험에서 전환실험으로: 폴리스랩 2.0 사례분석과 시사점 = Evolution of Science, Technology and Innovation Policy, From Innovation Experiment to Transition Experiment: A Case Study of a Police Lab 2.0

국문 초록 (Abstract)

본 연구는 과학기술혁신정책의 전개동향과 혁신정책 3rd로 일컬어지고 있는 전환적 혁신정책의 개요 및 세부적인 논의 동향 등에 대해 살펴보고, 대표적인 치안분야 현장문제해결형 연구개발 사업인 폴리스랩 2.0(경찰청)에 대한 사례분석을 통해 전통적인 혁신실험과 전환실험과의 차이·특징 등을 확인해 봄으로써, 전환이라는 새로운 형태의 과학기술혁신정책 관점에서 논의해 볼 수 있는 다양한 정책적 시사점 등을 모색 한 연구이다.
분석결과, 폴리스랩은 기존의 전통적인 혁신실험과는 다양한 측면에서 그 차이가 있으나, 전환실험의 속성을 모두 확인하기에는 다소 부족한 측면이 있음을 확인해 볼 수 있었다. 이와 같은 분석결과는 ‘경찰’ 이라는 특수한 니치(공간)에서의 실험이 ‘보다 효과적인 문제해결을 위한 새로운 실험(혼합형 실험)을 제안’한 것으로 해석될 수 있으며, ‘경찰’과 같은 다소 특수한 니치(공간)에서의 실험과 같이 혁신실험과 전환실험 사이에 새로운 형태의 실험 유형이 보다 더 많이 제시될 수 있음을 살펴보았다는 점에서 그 의의가 크다.

다국어 초록 (Multilingual Abstract)

This study analyzed the case of Police Lab 2.0, a representative on-site problem-solving R&D project in the public safety sector(policying R&D), to identify the differences and characteristics between traditional innovation experiments and transfer experiments. The analysis revealed that, despite its many differences from traditional innovation experiments, there is a lack of understanding of the characteristics of transfer experiments.
These results can be interpreted as suggesting that experiments within the unique niche(space) of the "police" sector have presented novel experiments(hybrid experiments) for more effective problem solving. Furthermore, they are significant in that they demonstrate the potential for new types of experiments, such as those within the somewhat unique niche(space) of the "police" sector, to emerge between traditional innovation experiments and transfer experiments.
