    Low fertility in contemporary Korean society is no longer merely a statistical issue; it has become a pivotal agenda directly linked to national sustainability. From the standpoint of a “low fertility crisis,” the Korean government has been responding to the demographic restructuring primarily through the 「Basic Plan for Low Fertility and Population Ageing」. Within this context, this study adopts a critical perspective on fertility-centered policies rooted in the population control paradigm and conducts a narrative structure analysis of fourteen human-interest documentaries aired by the public broadcaster KBS since July 2024 as part of its “Low Fertility Crisis Response Campaign,” following the Suk-Yeol Yoon administration’s June 2024 declaration of a “National Demographic Emergency.” The analysis reveals that the central figures in these documentaries are couples in their twenties and thirties with multiple children, who embody the idealized values of the “normal family” ideology as a secure and complete social framework. Simultaneously, the programs employ several complex narrative strategies, including the placement of peripheral figures symbolizing traditional community ethics, conflict-free storytelling that accentuates the inherent value of family, and discursive frames that portray marriage and childbirth as natural life-course transitions and markers of personal maturity. In this process, the narratives present a “modified image of the normal family”—one that pursues gender-equal relationships while maintaining the structural shell of a traditional family—as a seemingly rational alternative. However, recurring interviews with female characters who report having relinquished their careers for the sake of their families raise fundamental questions regarding the practical viability of such representations. Within this narrative framework, the low-fertility policies introduced in the documentaries primarily function as auxiliary tools designed to induce “appropriate” choices from the public. This alignment mirrors broader critiques of the Yoon administration’s policies, which have been limited by their failure to sufficiently reflect the diverse lived experiences of younger generations and their inability to effect meaningful structural reform. Together, the narrative that proposes the restoration of “family normality” as the primary solution to low fertility faces clear theoretical and policy limitations. This is particularly evident when considering the constraints of existing “normal family” discourses, the urgent need for a paradigm shift toward “people-centered” population policies, and the evolving perceptions of marriage and childbirth among younger generations. In this context, the study calls for critical reflection on the role of the media: whether it will continue to reproduce idealized narratives of the past or begin to present diverse, existing forms of life as legitimate possibilities.
