      Infectious disease outbreaks differ from traditional disasters in that they can last for several years, leading to prolonged impacts rather than short-term shocks. Vulnerability to these outbreaks also changes over time as the disease evolves, requiring a flexible and dynamic response. This study explores the temporal changes in infectious disease vulnerability at the municipal level, focusing on two aspects: “infection risk vulnerability” and “health risk vulnerability.” The findings show a strong negative correlation between these two types of vulnerability. Urbanized areas, like metropolitan regions, tend to have higher infection risk, while areas with smaller or declining populations face lower infection risk but higher health vulnerability. These results emphasize the need for tailored, region-specific strategies in managing infectious disease outbreaks, considering the distinct vulnerability profiles of each area.
