There is a continuously growing demand for usable channels that are necessary for communication between mobile users and the base stations of cellular radio networks. However, the number of usable channels is very limited. The objective of this paper is to develop a hybrid method of evolution program(EP) and frequency exhaustive assignment(FEA) for the NP-hard channel-assignment problems to find an optimal channel assignment for minimum interference among the channels within a limited time.
