      Climate change is a serious thereat to the world as it causes various environmental problems including extreme weather, desertification and sea level rise. The most vulnerable to such problems are low-income groups in developing countries who are least responsible for the climate change. In order to relieve negative impacts of climate change on local communities and industries in those countries, international community established Adaptation Fund in 2001 and has supported climate change adaptation projects of developing countries since 2010. It is difficult, however, to assert that the fund has been allocated with clear and justifiable principles. This study explains the fund allocation of the Adaptation Fund Board by analyzing four factors-equity, capacity of recipient countries, political factor, and internal factor that may have an influence on the decision of the Board. Unlike previous studies on multilateral aids and other international funds, no evidence supporting the hypotheses that equity, capacity of recipient countries and political factor would determinate the fund allocation was found. This result may have arisen by the decision making process of the Board that encourages continual revision and resubmission of project proposals to reflect feedback from the Board.

      Climate change is a serious thereat to the world as it causes various environmental problems including extreme weather, desertification and sea level rise. The most vulnerable to such problems are low-income groups in developing countries who are least responsible for the climate change.
