This article has attempted to explore a new way of revitalization in the Korea bus industry which is in a stagnated situation.
It is concluded that the semi-publicity owned is the best option in order to overcome the current managerial crisis, which incorporates the merits of the privately owned and the publicity owned. However, when the system is introduced, some considerations about the service characteristics should be evaluated at first.
This study recommends that an introduction of the semi-publicly owned system put into the practice from the metropolitan areas. After the evaluation of the policy, the system could be expanded to the rest of cities.
In particular, it stresses that Rural buses should be subsidized for the operation deficits under the privately owned system. Also, it suggests that Inter-city buses should be deregulated in price and service qualities.
