학원수강료의 구조 분석 -수익자부담경비를 중심으로- = An analysis of the tuition structure of supplementary education institutions -focusing on the user fee-

국문 초록 (Abstract)

이 연구의 목적은 학원수강료의 구조를 분석하고 수익자부담경비에 대한 관련 집단의 인식을 파악하여 학원수강료 안정화를 위한 방안을 탐색하는 데 있다. 이러한 연구목적을 달성하기 위해서 문헌분석과 심층면담을 수행하였다. 문헌분석 자료로는 학원의 손익계산서, 선행연구, 관련법령을 활용하였고, 심층면담은 학부모, 학원장, 교육청 담당자, 박사급 연구원을 대상으로 하였다. 주요한 연구결과는 다음과 같다. 첫째, 학원수강료는 기본 수강료와 수익자부담경비로 구분된다. 수익자부담경비의 세부항목은 교습서비스 제공자 측면의 활동기준(강의관련과 운영관련)과 수요자 측면의 활동기준(선택과 필수)에 따라 분류될 수 있다. 둘째, 수익자부담경비에 대한 관련 집단의 인식은 상이한 것으로 나타났다. 특히, 행정지도 책임이 있는 교육지원청 담당자와 학원경영자의 인식 차이가 가장 큰 것으로 조사되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the strategies for controlling the inflated tuition of supplementary education institutions. For this study, research methods were mainly employed: literature review and in-depth interview. Reviews on previous research reveal that the tuition structure of supplementary education institutions is comprised of basic fee and user fee. The user fee is determined by a program`s own function, the cost of teaching and management at the provider`s perspective, and the relative importance of a program at the user`s viewpoint. Still, the in-depth interview shows that parents, providers of supplemental education and policy makers approach user fee, composing tuition of supplemental education, from a different standpoint. Based on findings, the study suggests several implications for reasonable tuition of supplemental education institutions.
