국문 초록 (Abstract)

우리나라는 법제도적인 측면에서 지방의회가 제대로 작동되기 어려운 한계가 있다. 따라서 지방의회의 기능을 저해하는 제도적인 장치를 시급히 해결해 나가야 할 것이다. 이와 더불어 지방자치가 제대로 정착되려면 지방의원들의 의정활동이 활성화 되어야 한다. 그럼에도 불구하고 우리나라 지방의원들의 의정활동은 기대수준에 미치고 있지 못한 실정이다. 이것은 일차적으로 전문적 지식을 갖추지 못한 지방의원의 개인적 능력 탓도 있지만 의정활동을 지원해 주는 장치의 부족에도 기인한다.
그 동안 이 분야에 관한 연구는 포괄적인 연구가 대다수이고 구체적이고도 심층적으로 의원활동의 지원체제와 관련한 연구는 부족하다. 이와 같은 인식하에 본 연구는 부산광역시의회를 중심으로 지방의원의 의정활동을 지원할 수 있는 방안을 모색하고자 본 연구의 논제를 설정하였다.
위와 같은 연구목적을 수행하기 위해 먼저 지방의회 의정활동과 관련한 이론적인 고찰을 수행하였다. 즉 지방의회의 지위, 권한, 조직을 중심으로 지방의회에 대한 기본적인 검토를 하고나서 의정활동의 기반과 역할에 관해 기술하였다. 그리고 의정활동을 지원하기 위한 여러 측면 중에서 인사의 측면, 조직인 측면, 전문성의 측면으로 나누어 살펴보았다. 이어서 지방의회 의정활동에 관한 외국의 사례를 미국, 일본, 유럽국가를 중심으로 고찰하되 사무기구의 운영과 인사권 및 그 시사점을 모색하였다.
다음으로 지방의회 의정활동의 지원에 관한 실태를 분석하였다. 그 결과 다음과 같은 점이 중요한 쟁점내지 문제점으로 나타났다.
첫째, 지방의회 사무처의 인사권에 관한 것이다. 그 동안 지방의회에 대한 인사권과 의정활동 지원은 밀접한 관련성을 가진다. 기관분리형인 우리나라에서는 인사권의 독립성의 보장과 의정활동에 관한 전문성이 높은 인재가 등용될 수 있는 통로의 마련이 시급한 것으로 나타났다.
둘째, 지방의회 사무처의 조직에 관한 것으로 의회사무처장의 소속하에 있는 전문위원의 직급이 낮아 효율적인 의정활동 지원으로 이어지지 못하고 있으며 자격요건도 미약한 편이다.
셋째, 의정활동과 관련한 지원의 실태는 인사 및 조직의 측면, 전문성의 측면 등에 있어 전체적으로 그 취약성이 발견되었다.
넷째, 의정활동에 관한 평가와 문제점에 있어서는 결국 이상에서 지적한 인사권 및 조직개편의 자율성 부재와 전문성이 매우 낮은 것으로 평가되어 결국은 의정활동을 제대로 수행하기 어려운 문제점을 노정시키고 있는 것으로 확인 되었다.
이상의 실태분석을 통해 지방의회 의정활동의 지원체제를 강화시키기 위해서는 다음과 같은 결론을 도출하였다.
첫째, 지방의회 사무처의 인사권이 강화되고 지방의회의 임명권제도 또한 다양화 되어야 할 것이다.
둘째, 효율적인 조직의 개편과 운영이 요구되는바 이를 위해서는 의회직렬의 신설, 의회간 인사교류, 의정연수원의 설치가 필요하다.
셋째, 의정활동의 전문성을 제고시키기 위해 전문위원회 및 자문위원을 적극적으로 활용하고 정책연구실 운영의 활성화를 기해야 할 것이다.
결론적으로 지방의회의 의정활동에 대한 지원이 제대로 이루어지지 않는 한 우리나라의 지방자치의 발전은 기대하기 어려울 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

Korea has a difficult limit that a local parliament can work well from the law and system. Accordingly, it should be urgently done to resolve systematic device that obstructs the local council function. In addition, local councilors' activity should be taken decisive measures to establish local autonomy in regular order. Notwithstanding, Korean local councilors' activities fall short of the standard. It is caused by not merely the local councilor's personal capability that does not have expert knowledge but also short of device that supports activity.
This study focuses on groping for a plan to support local councilors' activities in Busan Metropolitan Council. In order to accomplish the above study purpose, theoretical consideration related to the councilor activity of local council would be first carried out. In other words, a basis and role of the council activity are dealt with after local council laying stress on local council position, authority power, organization examines basically. Furthermore, with presenting all sides to support the council activity, it is inquired into the sides of expert knowledge's improvement as well as law and institution, and even the systematic side.
Next, the reality on the council activity support of local council is analyzed. As a result, the followings are presented as important points at issue or problems.
First, it is about council office's personnel power. For that time, the personnel power and the council activity support are in close connection to the local parliament. The council autonomy in terms of guaranteeing independence of personnel power is assured in Korea forming a separated agency type.
Secondly, on a council office organization of local council, effective council activity support is not connected due to a low position of exert committee that belongs to a chief of council office, and even qualification is feeble.
Thirdly, the reality of support on council activity is found out weakness of councilor office's speciality and indirect support, according to consideration of sides of the specialty and the direct support.
Fourthly, on evaluation and problem of the council activity, weakness in administrative control function, lack of collecting public opinion, ability of policy proposition are founded. Consequently, it is confirmed to be required improvement of organizational, behavioral, and environmental factors.
Throughout the above realty analysis, the following conclusions are reached so as to improve a support basis of the council activity in local parliament.
First, the personnel power of council office will be intensified, and an appointment system in of the local council will also be diversified.
Secondly, it is necessary to establish council series and training institute of councilor as well as personnel exchange in a parliament by requiring reorganization and operation of effective organization.
Thirdly, efforts are given to put positively advisory member and expert committee in the right place, and to take decisive measures for operating institute of policy studies to improve speciality for the council activity.
