경찰 전문직업화에 대한 이론적 고찰 : 연구의 체계화와 쟁점 분석

국문 초록 (Abstract)

본 연구는 경찰 전문직업화에 대한 이론적인 쟁점들을 종합화하고 그를 통해 우리 경찰에게 적용될 수 있는 전문직업화 연구의 방향에 대하여 탐색하는 것을 주요 목표로 설정하였다. 오늘날 모든 직업집단의 지상과제인 냥 취급되는 전문직업화에 초점을 맞추어 관련 개념들 및 접근방법들에 대하여 논의한 후, 미국 경찰을 중심으로 전문직업화의 등장배경과 그 내용에 대하여 고찰하였다. 연구 결과 경찰 전문직업화 역시 구조적 측면과 행태적 측면에서의 특성 변화를 중심으로 하고 있으며, 전업단계 - 전문가 협회, 훈련기관 설립 - 윤리강령 채택과 같은 일련의 과정을 거쳤고, 경찰 전문직업화를 통해 정치로부터의 자율성을 강조했으며, 범죄문제에 대한 해결자 역할을 통해 사회적인 인정과 지위를 추구하였고 행정분야를 비롯한 사회 내 직업분야의 전문직업화 추세와 그 궤를 함께 하였음을 알 수 있었다. 경찰 전문직업화의 연구 쟁점들로 전문직업화의 소망성 문제, 가능성 문제, 그리고 전문직업화 이후의 민주적 통제 문제들에 대하여 살펴보았으며, 행태적 측면에서의 경찰 전문직업화에 대한 실증적 연구 및 전문직업화가 조직성과에 미치는 영향에 대한 분석 등 향후 관련 연구들의 방향을 제언하였다.

다국어 초록 (Multilingual Abstract)

In the era of professionalization of every occupation, this study aims to synthesize researches concerning police professionalization and to explore new directions in future studies. Police professionalization could be analyzed by structure approach(comprising both structural and attitudinal sides), by process approach(full-time occupation → professional association, training school → code of ethics), by power approach(the freeing of police organization from the influence of machine politics), and by social assignment approach(narrowing police functioning to crime control and criminal apprehension). In this article some issues concerning police professionalization were examined. The impacts(both affirmative and negative) and desirability of it, the possibility for police occupation of becoming profession(some argue the police are craftsmen), the relationship between police professionalization and police responsiveness were researched. This article concludes with some recommendations for future studies of police professionalization.
