공무원의 스마트워크 참여에 대한 영향요인 분석 = A Study on the Factors Influencing the Participation of Public Officials in the Smart-Work

국문 초록 (Abstract)

본 연구는 현재 공공부문에 도입되어 확산되는 추세인 스마트워크 제도 성공의 필수 요건 중 하나가 공무원의 적극적 참여라는 것을 전제로, 이들의 스마트워크 참여 선호도에 영향을 미치는 요인을 경험적으로 고찰하였다. 이를 위해 스마트워크 참여에 대한 영향요인을 크게 3가지 유인요인들과 4가지 방해요인들로 대별하여 이론적 모형을 구축하고, 중앙부처 및 지방자치단체의 공무원을 대상으로 한 대규모 설문 조사를 통해 이러한 모형을 경험적으로 검증하고자 하였다. 실증분석 결과, 통근시간이 높을수록, 남자보다는 여자가, 주관적 직무적합도가 높을수록, 연령이 낮을수록 스마트워크를 선택할 확률이 높아짐을 확인할 수 있었다. 이에 따라, 향후 지리적으로 통근시간을 절약할 수 있게 하면서 효율적인 근무환경과 보육시설 등을 마련하는 적절한 물리적 환경 조성과 더불어, 직무유형을 고려한 참여도 제고전략 마련, 참여자의 소외감 불식 등 인식 전환을 위한 제도적 대안 마련 등이 요구되는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

Assuming that the active participation of public officials in the smart-work centers is a key success factor of the smart-work drive in Korean government, this study examines the factors influencing their willingness to participate in the smart-work, which is a dominating type of the tele-work in the government. Prior to the empirical analysis, it first develops a theoretical framework that includes seven influential factors on the willingness to participate in the smart-work, based on the existing body of the literature. The empirical analysis of a big survey data in this study, which organized to test the framework, provides several important findings. First, the current commuting time for the officials to get to the workplace influences their willingness to work in a neighborhood smart-work center, so that both the number and the physical location of the smart-work centers would be important in motivating them to participate in the smart-work. The analysis also shows that the public officials’ subjective perception of whether or not their jobs fit to the smart-work is a critical factor in determining whether or not participate in the work, suggesting the differentiated approaches based on the classification of public jobs in terms of smart-work.. Finally, both sex and age of public workers are also critical influential factors on the willingness to participate in the smart-work, implying the needs for the day-care service in the centers and for the change in the perception of the senior workers on the smart-work.
