지방정부 공간정보사업의 우선순위 평가모델 구축에 관한 연구

국문 초록 (Abstract)

본 연구는 지금까지 탐색적·시론적인 접근에 불과했던 지방정부의 공간정보사업 우선순위 평가에 대한 항목도출과모형개발을 위한 것으로 기존 IT 투자 의사결정모델에 관한 선행연구와 공간정보 전문가들과 실무자들의 의견을 수렴하여 현실에 맞는 공간정보사업 사전평가 및 우선순위 선정에 관한 방법론을 제시하였다. 이러한 방법론을 실증하기 위해 전라남도 구례군을 사례로 검증하였다. 이 연구는 지방정부에서 공간정보사업에 대한 의사결정과 예산확보 차원에서 기초 평가자료로 활용할 수 있는 평가항목과 방법론을 제시한 것과, AHP기법을 이용하여 각 평가항목간의 상대적 중요도를 측정하여 지방정부에서 공간정보사업을 추진하기 전 중요한 평가항목이 무엇인지를 인식하였다는 것에 의의가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to draw factors and develop the model in terms of the priority evaluation of the spatial information systems of the local governments because they have focused on the exploratory and temporal approach. Hence, based on both the existing research on the IT　investment decision making model and opinions on spatial information experts and practitioners, the suitable methodology is suggested for the prioritization and preliminary evaluation of the spatial information system. For this research, the Gurye-gun in Jeollanam-do is chosen as the area of the case study. This research suggests the evaluation factors and methodology that can be used for not only decision making of the spatial information systems, but also basic evaluation data for securing the budget in the local governments. In addition, the relative importance is measured among the factors based on the AHP methodology to recognize the crucial evaluation factors for the spatial information systems of the local governments. In this respect, this study is invaluable.
