1923년 터키 공화국 창건 이래 터키 내의 소수 민족인 쿠르드 문제는 지속되어 왔다. PKK의 무장 투쟁뿐 아니라 쿠르드의 민족적 정체성을 인정 받기 위한 노력들이 계속 되어 온 점은 터키 정부와 쿠르드 간의 갈등을 드러내고 있는 증거이다. 이러한 갈등 상황에서 터키는 쿠르드 뿐 아니라 소수 민족의 존재 부인으로 정책을 일관해 왔었다.
그러나 2000년 이후 터키 정부의 쿠르드 정책에 뚜렷한 변화가 발생하고 있는데 특별히 문화정책에 개방적인 자세를 취하고 있다. 공영 방송에서 쿠르드 언어로 제작한 프로그램을 방영하게 하였고 쿠르드어를 가르치는 언어과정들이 개설되었다. 이러한 변화의 법적 근거는 2002년과 2003년에 있었던 방송법과 언어교육법의 개정이었다.
이 논문에서는 터키 공화국 창건 이래 터키가 유지해 왔던 소수 민족 부인 정책을 철회하고, 소수민족의 언어로 방송을 방영하게 하도록 그리고 소수언어를 가르칠 수 있도록 정책을 전환시킨 원인을 모색한다. 가장 큰 소수민족인 쿠르드 문제가 심각했던 상황에서 이러한 정책으로의 전환은 사실 상 대 쿠르드 정책 전환을 의미한다. 그러므로 이러한 정책 전환 과정에서의 행위자들의 논의를 추적함으로써 대 쿠르드 정책 전환 과정을 재구성하고, 행위자들의 입장에 서서 대 쿠르드 정책 변화 원인을 규명한다.
이러한 목적을 위해서 정책 변동 이론인 사바티어의 지지연합 틀을 터키 상황에 맞추어 본다. 사바티어의 지지연합 틀은 정책에 대한 공유된 가치 체계인 정책 신념을 중심으로 입법인들, 정부, 관료들, 학자, 언론, 시민단체, 이익단체 등 다양한 행위자들이 특정한 지지연합을 구성하여 정책을 변화시키는 원동력이 된다고 주장한다. 그러나 지지연합들이 새롭게 구성되거나 기존 지지연합들이 변동이 되기 위해서는 특정한 경로들을 거쳐야 하는데 이때 외부적 충격, 내부적 충격, 정책학습, 협상화된 동의라는 특정한 경로들이 신념을 바꾸거나 자원의 배분을 바꾸어 지지연합의 지형을 바꾸게 되고 이로서 정책 변화가 일어난다.
기존의 연구자들이 대 쿠르드 정책변화에서 중요한 원인으로 간주하는 여러 가지 원인들을 토대로 사바티어의 정책 변화 경로들을 재구성 하였을 때(협상화된 동의는 제외시킨다), 외부적 충격으로서 1999년 유럽연합 후보국 지위 확정, 내부적 충격으로서 PKK 지도자 압둘라 오잘란의 체포와 PKK의 휴전선언, 그리고 정책학습의 세 가지 경로들이 대 쿠르드 정책변화를 이끌어 낸 가설들이라고 판단된다.
이러한 경로들 중 어떠한 경로가 대 쿠르드 정책 변화를 이끌어 낸 독립변수인가를 규명하기 위해서 이 논문에서는 기존 연구들, 신문 자료들, 의회 토론 자료들 등을 참고하였다. 이로서 2002년, 2003년의 방송법과 언어교육법에 개정에 영향을 주는 행위자들을 추적하고 이 행위자들의 지지연합으로서의 연계와 행위자들의 발언들을 통해 정책변화 원인을 규명해 보았다.
정부, 정당들, 군부, 시민단체, 언론 등의 주요 행위자들 중 일부(MHP)는 지속적으로 대 쿠르드 정책의 강경파의 역할을 하였다. 일부는(대통령, 시민단체들) 지속적으로 대 쿠르드 정책을 지지하였다. 정책변화 시기에 정책 신념의 변화를 보이는 행위자들은 일부 정당들(SP, DSP, ANAP)등 이었다. 하지만 이들도 유럽연합 가입을 중요한 변수로 언급하고 있다. 또한 신념의 변화 때문이 아니라 유럽연합 가입을 위해서 법안을 지지하는 행위자들도 (정부, 군부, DYP, YTP) 존재하였고 이들은 정책 실행 전략인 이차적 신념 때문에 법안에 동의한 것으로 보인다.
결론적으로 대 쿠르드 정책에서 지지연합들이 공통적으로 법 개정을 지지한 이유는 유럽연합 가입을 위한 개혁이었다. 이로서 2000년 초반 대 쿠르드 정책에서 유럽연합 가입을 위한 법적 개혁이 대 쿠르드 정책에서 가장 중요한 원인 이었음을 알 수 있다.

Since the founding of the Republic of Turkey in 1923, ethnic struggles persisted between the Turkish government and the Kurds, a major minority group in the nation. PKK’s armed conflicts, along with efforts for recognition of Kurdish ethnic identity, are the evidences of such struggles between the Turkish government and the Kurds. However, the government consistently denied the existence of all ethnic minorities, including but not limited to the Kurds.
However, there are some openings in the policy, especially in cultural policies. Previously forbidden Kurdish broadcastings and the education of Kurdish language, although still subjects to government scrutiny, has found ways to Kurdish society. The grounds of these changes are the amendments to the Broadcasting Law and Language Education Law in 2002 and 2003.
This study aims to find what caused the changes in minority policies, from that of denial of minorities and suppression of their cultures to that of allowing the broadcasting in minority languages and educating the languages. The changes mean the changes of policy toward Kurds in the context of acute conflict between Turkey and Kurds in 1990s. Therefore, this study reconstructs the policy change process by chasing the discussion of actors related in the process.
For this purpose, this study uses Paul Sabatier’s Advocacy Coalition Framework(1999, revised in 2007), a theory of policy change, as a tool for explaining the process. Sabatier’s ACF assumes that the shared policy-beliefs among the various actors, such as Parliament members, government, bureaucrats, researchers, civil organizations and interests groups, became the driving force in formation of advocacy coalition in the policy subsystem to bring about the changes in Turkey’s Kurdish Policy. However, four different paths are necessary for policy changes, whether by re-organizing the coalitions or creating a new thereof, and the four paths—Policy-Oriented Learning, External Perturbations or Shocks, Internal Shocks, Negotiated Agreements—make actors change their policy-oriented beliefs or re-arrange the resources of the coalition. The policy change happens by these changes of policy subsystem.
This study reconstructs the three paths (except for the Negotiated Agreements) after observing articles that commented the important factors in the change of Turkish policy toward Kurd: The first path is decision of European Union on the status of candidacy of Turkey in 1999 as an External Perturbations or Shocks; the second path is the arrest of Abdullah Öcalan who was the leader of PKK and the cease-fire of PKK in 1999 as Internal Shocks; the third path is Policy-Oriented Learning as itself.
To determine which path is the independent variable, this study employs existing studies, newspapers articles, and records of discussions of the Congress of Turkey. By aforementioned materials, this study traces the actors influencing the process of amendments of the laws, and determines the cause of these amendments investigating the actors’ actions as advocacy coalitions.
Some actors, like MHP, among the government, political parties, the military, civil organizations, and media continued to stand on the hard-liner. On the other hand, some others such as the president and some civil organizations continued to support the soft-liners. Yet, the motivation of different actors varied from one to another. Some actors, such as handful of political parties like SP, DSP and ANAP, were motivated because of the changes in their policy-beliefs. However, they also included the European Union entry as an important variable. Conversely, some actors such as the government, the military, DYP, and YTP were motivated purely to meet the European Union entry requirements. The agreement was reached for the amendments to the policy strategies, which was the change of secondary belief.
In the end, the grounding factor which enabled different actors in the advocacy coalition to agree upon the amendments to the Kurdish policy was the need of reforms to meet the European Union entry requirements. It is evidential, therefore, that these reforms to meet the European Union were the most significant elements and force behind the changes to Turkey’s Kurdish Policy in early 2000s.
