GIS 교차분석 기반 문화유적분포지도 내 토지소유 현황 연구 = A Study on Land Ownership Status within Cultural Heritage Distribution Maps Based on GIS Intersection Analysis

국문 초록 (Abstract)

본 연구는 충남 부여군을 사례로 문화유적분포지도와 토지소유공간정보의 GIS 교차분석을 수행하여, 유존지역 내 토지소유 구조를 시대별‧소유구분별‧지목별로 규명하고 유존지역 관리 정책을 위한 실증적 기초자료를 구축하고자 하였다. 필지 수 기반 분석이 대형 공공토지의 비중을 과대 계상하는 편향을 보정하기 위해, 문화유적분포지도와 토지소유공간정보를 교차하여 실제 유적 범위와 겹치는 면적만을 산출하였다. 분석 결과, 백제‧시대미상‧복합시대 유적이 전체 면적의 약 85%를 점유하는 편중 구조를 확인하였으며, 시대미상 유적은 개인 소유의 답에 집중되어 영농 활동과의 갈등 가능성이 높음을 규명하였다. 이러한 결과는 보상 예산의 합리적 산정 및 소유 유형별 차등 관리 전략 수립에 기여할 수 있다. 본 연구의 분석 틀은 향후 전국 지자체의 유존지역 관리 정책 수립을 위한 실증적 기초자료로 활용될 수 있을 것이다.

This study conducts a GIS intersection analysis of cultural heritage distribution maps and land ownership spatial data in Buyeo-gun, Chungnam, to quantitatively examine land ownership structures within cultural heritage zones by period, ownership type, and land category, thereby establishing an empirical basis for heritage zone land management policy. To correct the bias inherent in parcel-count-based analysis, which tends to overestimate the proportion of large-scale public land, this study calculated only the actual area of intersection between cultural heritage distribution maps and land ownership spatial data. Results show that Baekje, unknown period, and complex period sites occupy approximately 85% of the total area. Specifically, sites from unknown periods are concentrated on privately-owned paddy fields, indicating a high potential for conflict with farming activities. These findings provide empirical evidence for rational compensation budgeting and differentiated management strategies based on ownership types. The proposed framework can serve as a universal tool for local governments to establish effective preservation policies.
