인공지능을 활용한 개별공시지가 산정 업무 효율성 향상에 관한 연구 = Enhancing the Efficiency of Individual Official Land Price Assessment Using Artificial Intelligence

국문 초록 (Abstract)

본 연구는 효율적인 지적업무 수행을 위한 인공지능의 적용방향을 제시하는 데 목적을 두고 있다. 특히 다양한 지적업무 가운데 개별공시지가 업무에 초점을 두고자 한다. 이 같은 연구 목적을 달성하기 위하여 인공지능과 지적은 어떠한 관계를 가지고 있는가? 인공지능을 적용하여 효율성을 향상시킬 수 있는 지적업무는 무엇인가? 해당 지적업무에 인공지능을 적용시키기 위한 방향은 무엇인가? 등의 문제를 제기하였다. 첫째, 인공지능은 지적 및 토지행정 분야에서는 경계결정과 가치평가에 주로 활용 및 연구되고 있으며, 가치평가가 더 밀접한 관계를 가지고 있다. 둘째, 다양한 지적업무들 가운데 전국 226개 시‧군‧구에서 수행하는 개별공시지가 산정 업무가 인공지능 적용을 통하여 업무의 효율성을 향상시킬 수 있다고 도출하였다. 셋째, 인공지능의 개별공시지가 산정 업무에 적용시키기 위한 방향은 인공지능 기반 자동평가모형(AVM)의 개발, 자동평가모형(AVM)의 검증, 법‧제도 개선, 거버넌스 구축을 통합 협의 등 네 가지로 구분하였다.

ABSTRACT This study aims to propose strategic directions for applying artificial intelligence (AI) to improve the efficiency of cadastral administration. It explores the relationship between AI and cadastral functions and identifies tasks where AI can meaningfully enhance administrative performance. The analysis indicates that, while AI has been discussed in both boundary determination and land valuation, its characteristics—such as learning, recognition, and inference—are particularly compatible with valuation-related tasks. Among various cadastral responsibilities carried out by 226 local governments nationwide, the individual official land price determination process is identified as a key area where AI can significantly improve efficiency and consistency. Accordingly, the study proposes four implementation directions: development of AI-based Automated Valuation Model (AVM), establishment of validation and verification systems, legal and institutional reforms, and governance framework development.
