The Japanese colonial authorities conducted comprehensive land surveys in the occupied territories as part of their colonial administration. This study examines the introduction of ‘sajeong’ (administrative disposition) for the determination of ownership rights during these surveys, with a particular focus on the Taiwanese land survey project and its influence on the Joseon land survey project. As a result, the study identified the process of clarifying ownership rights through Taiwan’s unique tenant farming system. Furthermore, it was found that the establishment of relevant institutions, such as the Provisional Land Survey Bureau, and the introduction of a declaration system for determining ownership were directly applied to the Joseon Land Survey Project. In particular, the adoption of a more lenient approach to recognising ownership rights and the introduction of a grading system for land tax reform were measures taken in response to the anticipated backlash from the colonial populace. Furthermore, a distinctive feature of the land surveying in Taiwan was the use of a separate origin and coordinate system, unlike in Korea where it was linked to Japan’s Great Triangulation Network. The introduction of the planimeter for the first time during detailed surveying ensured accuracy in area calculation, and this experience appears to have influenced the subsequent establishment of the Great Triangulation Network in Korea and the setting up of survey origins (Western, Central and Eastern) during the Joseon Land Survey Project. It is therefore considered that the Joseon Land Survey Project drew upon much of the experience gained from the preceding Taiwan Land Survey Project.
