eCLEAR 모델을 이용한 온라인 참여활동과 인식에 관한 연구

국문 초록 (Abstract)

한국의 전자정부 온라인 참여 웹사이트는 진정한 참여민주주의의 실현이라는 목적으로 구축되었으며, 세부적으로는 일반 대중의 행정정보 이용가능성을 높여 행정편의를 향상하고, 대중 토론을 장려, 정부의 정책 형성에서 여론을 수렴하기 위해서 시작되었다고 볼 수 있다. 이에 따라 과거 대의적 정치과정과 공급자 중심의 행정과정을 대체할 수 있는 관점에서 전자정부와 온라인 참여에 관한 논의가 본격적으로 이루어지기 시작했다. 이 논문은 한국 대중의 온라인 참여 활동과 인식에 관한 연구로, 온라인 참여의 성공과 실패에 주로 어떤 요인들이 영향을 미치는지 신제도주의적 관점을 바탕으로 하는 eCLEAR 모델을 이용해 분석하고 있다. 분석 결과, 한국인들은 전자정부 참여를 정보검색과 정책 사안에 대한 중요한 의사표현 수단으로 인식하면서도, 온라인 토론과 제안을 통해 정책에 직접 영향을 주는 적극적 채널로 여기지는 않는 것으로 나타났다. 이렇듯 온라인 참여 프로그램이 100% 활용되고 있지 못하고 있는 주요 원인은 사회계층간 정보격차, 정부 피드백 부재, 참여의 규칙 및 절차의 부재 등과 같은 열악한 사회제도적 환경 등이 국민들의 참여역량과 동기를 제약하고 있기 때문인 것으로 풀이된다. 한편, 온라인 국민참여는 국민들의 높은 ICT 활용능력과 높은 정치효능감, ICT의 민주적 잠재력에 대한 기대감 등의 긍정적 동기부여 요인을 통해 어느 정도 촉진되는 것으로 드러났다. 이 같은 관점에서 이 논문은 향후 전자정부 사업의 온라인 참여 사업은 대중의 참여를 독려하는데 필요한 사회제도적 여건의 조성과 함께 대중 개개인의 참여 동기와 역량을 진작시키려는 노력이 동반되어야 한다고 주장한다.
