장애인재활상담사 채용직무에 관한 연구 = A Study on the Job Placement of the Rehabilitation Counselor

국문 초록 (Abstract)

이 연구는 장애인재활상담사 채용 직무와 배치를 위한 방안을 마련하기 위한 연구로 먼저, 장애인재활상담사 배치 직무에 대한 선행연구들을 분석 하였으며 이를 토대로 장애인재활관련 기관의 직무에대한 실태조사 방식을 통해 채용 직무와 이를 실현하기 위한 법 형식의 개정방안을 제시하였다. 연구결과는 첫째, 장애인재활상담사의 채용 직무는 양성과 교육관련 내용만 있을 뿐이지 배치 규정은 국내법과 동일한 효력을 지닌 국제법외에는 없는 것으로 나타나 미진한 것으로 분석되었으며, 둘째, 장애인재활상담사의 채용이 필요한 직무는 19개 직무영역으로 나타났으며 부처별로는 보건복지부, 고용노동부, 교육부, 국토교통부의 장애인재활사업을 실시하는 기관들이며, 셋째, 장애인재활상담사 배치 직무를 위하여 개정되어야 할 법 형식은 19개이며 법률과 시행령 각 4개, 시행규칙 3개, 고시 1개, 특수공법인의 직제 및 인사관리 규정 7개이다. 이 결과를 토대로, 장애인재활상담사 채용 직무가 조속히정착되기 위해서는 법 형식에 대한 개정 외에도 첫째, 장애인재활상담 분야에 대한 명확한 업무기준과채용 및 자격기준을 확립할 필요가 있으며, 둘째, 장애인재활상담사의 교육과정 보완과 자격 응시자중 사회복지사 자격을 가지고 응시하는 자와 장애인재활상담 관련 교과목을 이수한 자의 구분된 보수교육 체계 개선과 이행을 통해 해당 직무를 수행할 수 있도록 하는 지원이 뒷받침되어야 하며, 셋째, 장애인재활상담사의 윤리기준 마련과 교육 강화를 통해 직무의 전문성과 배치 필요성에 대해 모두가인정하고 공유될 수 있도록 해야 하며, 넷째, 장애인재활상담사의 적절한 보상체계와 위상확립을 위한한국장애인재활상담사협회에 대한 지원과 장애인재활상담사의 보수체계 등이 마련되어야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is designed to explore jop development and placement of rehabilitation counselor and the research methods were literature study and through a survey of the duties of institutions related to the rehabilitation of the disabled. To summarize the results of the study, First, it is analyzed that the regulations concerning the employment of rehabilitation counselor are insufficient as they are found to have only training and education-related contents, but not only international law, Second, the jobs that require the recruitment of rehabilitation counselors include 19 job areas, including those that carry out rehabilitation services for the disabled by the Ministry of Health and Welfare, the Ministry of Employment and Labor, the Ministry of Education and the Ministry of Land, Infrastructure and Transport, Third, there are 19 laws that need to be revised for the placement of rehabilitation counselor, and the legal form is four each of the laws and enforcement decree, three enforcement regulations, one code, and seven personnel management regulations for special public corporations.
