The purpose of this paper is to suggest mid-term policy directions for defense acquisition. After examining current defense acquisition policies and systems, major issues and performance results are evaluated. The analysis reveals that transparency and export volume have improved under the past administration while the programmanagement has been less efficient. As international defense spending has declined, international arms market now turns to buyer oriented market. Korean defence budget restriction will continue as well, thus efficient defence acquisition is necessary than ever before. Under these circumstances, we need to be a smart buyer in the arms market and a creative inventor for new weapon systems. This paper demonstrates that the mid-term policy directions for defense acquisition should enhance expertise and efficiency of acquisition system, streamline defense research and development system, and align various laws and regulations in order to support defense industry.
