본 연구는 2개의 분석틀을 배경으로 진행한다. 첫째, 대중매체의 '과잉 보도'(media hype) 분석틀을 적용하여 정보전달 및 정책커뮤니케이션 과정에서 나타나는 대중매체의 역할, 기능, 그리고 특성을 분석한다. 둘째, '사회 이슈 증폭' (social issue amplification) 분석틀을 적용하여 사회문제에 대한 사회구성원들의 반응을 정리하고 앞에서 논의된 media hype와 상호작용에 따른 사회적 영향과 정책변화를 동태적으로 접근한다. 이를 위해서 media hype와 관련된 기존의 분석틀을 재구성하고, 이를 배경으로 3개의 사례를 분석한다. 첫째, 경부고속철도의 천성산 터널 공사와 관련해서 5개 주요 일간지의 신문기사를 분석하였다. 둘째, 광우병과 관련된 신문기사의 빈도수를 미국과 한국의 주요 일간지를 비교 분석하였다. 셋째, 한국 주요 일간지의 사설에서 논의된 재난사고의 변화 추세를 분석하였다. 사례 분석 결과 실제 사건에 근거한 기사보다는 관련 기사 또는 미디어가 구성한 기사의 수가 압도적으로 많았으며 시간이 진행됨에 따라 후자의 비율이 증가하는 media hype 현상이 나타났다. 특히, 천성산 터널 사례의 경우, 신문기사의 제목을 분석한 결과 신문기사의 주요 내용이 사회갈등, 자연보호, 생명보호로 변화, 진화하면서 media hype의 강도가 강화되었다.

This research includes two theoretical components; media hype and social issue amplification. The former highlights the role of media in communicating and transmitting information regarding a key event to the general public. In particular, media hype underlines media’s active role to construct or define social problems. The latter focuses on the amplifying process of social issues. This research tries to integrate these frameworks in order to holistically understand the dynamics of social issue change in the new media environment. Three cases were studied by using the analytic lenses of media hype and issue amplification. Research findings confirm that the number of thematically-related news outnumbers that of incident-related news. Especially, media-generated news dominate news under other categories and rapidly increases as media hype works. A content analysis of titles of newspaper articles regarding the high-speed train tunnel construction project shows that media hype not only increases the number of newspaper articles, but also changes the frame of message presentation. For example, the frame of the tunnel construction project initially represented by ‘social conflict’, changed to ‘environment protection’ and then finally evolved to ‘save life.’ This evolutional process of
