The purpose of this study is to extend the forensic strategies in the pros and cons debates on a government policy to the media coverage model, how to compose a news, report, and comment on a controversial and argumentative policy. For the past few years, Korean government has accused the major Korean newspaper companies like Chosun. Donga. Chungang Daily Newspapers of creating ``distrust`` on a government policy among the people and eventually causing the failure of a policy by overstating and magnifying the negative sides of a government policy. Now, a journalist faces the inquiry for a practical journalism model and guidelines on ``how to take pros and cons sides`` on a controversial policy in making a news, report, and comment. This study attempts to explore the same inquiry with the forensic rules of the pros and cons debates. For a ``fact`` news and/or report on a policy, the press coverage should keep the balance between the pros and cons debates not only in quantity but also quality. This study proposes that the press takes the forensic perspectives of ``the burden of proof`` when the press reports the affirmative side on a government policy and ``the burden of rebuttal`` when the press reports the negative affirmative side on a government policy. The burden of proof requires the presentation of the problem(significance), cause(inherency), solution(plan), and workability(solvency) while the burden of rebuttal requires the elimination of the affirmative scenarios, knocking out a stock issue, and attacking the insolvency of the government policy, Also, this study suggests the press editorial(or comment) to be composed in the order of the affirmative side of views, the negative side of views, and the cross-examination side of views.
