This is a study investigating the possibility of networking family, school and community, as a way of accumulating social capital for increasing the level of human rights of youth. For this study the 132 questionnaire statements were developed through a delphi method. The questionnaire was administered through interviewing 48 students, parents, school teachers, and community youth leaders of various regions nationally among selected elementary school,, middle schools,, high schools, and universities, reflecting the ages indicated in the Korean Youth Act. Results indicated that (1) there were significant relationships between the expected effect of the 130 policies in the family sector with those in the school sector(p<0.05), (2) there were significant relationships between the expected effect of the 131 policies in the family sector with those in the school sector(p<0.05), (3) there were significant relationships between the expected effect of the 131 policies in the school sector with those in the community sector(p<0.05). Therefore networking family, school, and community was recommended the increasing the level of human rights of youth.
