Q방법론을 활용한 아동수당에 관한 주관성 연구 = Subjectivity Study on Child Allowance Using Q Methodology

국문 초록 (Abstract)

본 연구는 아동수당 제도를 아동수당을 받고 있는 대상자들이 어떻게 인식하는지 살펴보고자 하였다. 이를 위해 문헌연구, 전문가인터뷰를 통해 아동수당에 관한 진술문을 확보하고, 실제로 아동수당을 받는 P표본 40명을 대상으로 Q소팅을 실시하였으며, QUANL-PC 프로그램을 통해 자료를 분석하였다. 본 연구의 결과는 다음과 같다. 본 연구에서 3개의 유형이 도출되었다. 첫째유형은 18명으로 아동수당 제도에 대한 만족과 동시에 급여의 증액과 기간의 확대를 긍정적으로 인식한다. 이들은 현재 지급되는 수당으로는 자녀를 양육함에 있어서 부족하지만, 현금으로 지원되는 수당에는 만족을 나타내고 있다. 두 번째 유형은 12명으로 저출산정책으로서 아동수당 제도에 대해서 부정적 입장을 지녔다. 이들은 현재 아동을 양육하는데 수당보다는 국공립어린이집과 같은 실질적 서비스와 지원이 더 필요하다는 입장을 나타내었다. 세 번째 유형은 동수당 제도가 저출산 정책으로서 기대가 되고 현재 아동을 양육하는데에도 도움이 되지만 급여의 증액이나 기간의 확대에는 부정적 입장을 지녔다. 이는 아동수당 제도를 실행하는데 필요한 재원이 미래세대에 대한 부담이라고 인식하고 있기 때문이다. 본 연구에서 아동수당에 대한 대상자의 인식은 아동수당을 받기에 제도의 도입은 환영하지만 제도의 확대, 급여의 증액, 제도의 효과에 대해서는 입장의 차이가 존재한다는 것이다. 이러한 결과를 아동수당 제도의 기간의 확대, 급여의 증액, 포괄성 지원, 제도와 급여에 대한 중장기적 계획이 필요함 등을 논의하였다.

The purpose of this study was to explore how children’s allowances are perceived. To this end, we obtained a statement on child allowance through literature studies and expert interviews, conducted a Q-sorting on 40 P-samples who actually received child allowances, and analyzed the data through the QUANL-PC program. The results of this study are as follows. Three types were derived from this study. The first type is 18 people, who are satisfied with the child allowance system and positively recognize the increase in wages and the extension of the period. The second type, 12, was a low birthrate policy and had a negative position on the child allowance system. They indicated that raising children now requires more practical services and supports such as public child care center than allowances. The third type is expected to be a childbirth policy as a low birthrate policy and helps to raise children now, but it has a negative position in raising wages and extending periods. This is because the financial resources needed to implement the child allowance system are recognized as burdens on future generations. The subject's perception of child allowance in this study is that children’s allowances are welcomed, but the introduction of the system is welcomed, but there are differences in positions regarding the expansion of the system, the increase in salaries, and the effects of the system. These results were discussed in terms of extending the duration of the child allowance system, increasing the salary, supporting inclusiveness, and the need for mid- and long-term plans for the system and benefits.
