행정학 분야 대학연구소의 역할과 기여: 연세대학교 도시문제연구소(1968-2011)의 사례 = The Roles and Contributions of University Research Institute in the Field of Public Administration: A Case of the Institute of Urban Studies and Development, Yonsei University(1968-2011)

The Institute of Urban Studies and Development, Yonsei University, founded in 1968, was the first university institute of urban issues. Its primary purpose was to improve the quality of life of urban poors suffering from poverty and terrible living conditions in the times of rapid industrialization and urbanization. The Institute's early research and field activities in collaboration with religious group became the touch stone of urban poor movement and community organization movement in Korea. In particular, the 'Action Training Program' performed by the Mission Board of the institution to educate and train the urban organizers put out great leaders, and their activities have been so far the center of the urban poor movement and community movement in Korea. The Institute of Urban Studies and Development, Yonsei University, was the first and only financially self-supporting university research center in those days. It performed education and social service activities, as well as research, in the practical urban issues, and produced experts and activists in more than four decades. The Department of Public Administration and its faculties have been a dominant lead in the operation of the Institute of Urban Studies and Development since its foundation. The institute has expanded its scope to the government policy and administrative reforms issues, as well as urban studies, since the 1980s, and produced notable results for better government policies. With the changing times when a variety of urban problems developed in response to social problems, The Institute of Urban Studies and Development was renamed as Institute of Public Affairs in order to study a wide range of government policies in 2012. This paper is to analyzes the activities and performances of The Institute of Urban Studies and Development, Yonsei University, from the establishment, 1968 to 2011. By analyzing its the activities performance, we may refocus the roles of university research centers which are exposed to all sorts of problems in recent years, and learn how to access those problems.

국문 초록 (Abstract)

연세대학교 도시문제연구소는 1968년에 설립된 행정학 관련 최초의 대학연구소이다. 급격한 산업화, 도시화가 진행되었던 시대에 소외되고 고통 받는 도시빈민들의 열악한 삶의 질을 향상시키기 위한 활동과 연구를 주된 목적으로 종교계와 협력하여 탄생되었으며, 설립 초기에 도시빈민들을 위한 도시문제연구소의 활동은 한국 도시빈민운동과 공동체운동의 효시가 되었다. 특히, 도시문제연구소는 산하 선교위원회가 수행한 도시조직가를 교육하고 훈련시키는 행동훈련 프로그램(Action Training Program)을 통해 훈련생들은 배출시켰는데 이들의 활동은 지금까지도 한국의 도시빈민운동과 공동체운동의 중심이 되고 있다. 연세대학교 도시문제연구소는 당시로는 유일하게 재정적으로 자립한 대학연구소였으며, 연구뿐 아니라, 교육과 사회적 봉사 분야에서도 실천적으로 활동하면서 많은 도시문제 관련 전문가와 활동가를 배출하였다. 행정학과가 주도적으로 이끌어 왔던 도시문제연구소는 1980년대 이후에는 도시문제뿐 아니라 더 좋은 정부와 공공정책의 구현을 위한 정부정책과 행정개혁 분야로 연구와 활동범위를 넓혀 많은 성과를 생산해 냈다. 도시문제뿐 아니라 시대의 변화와 더불어 다양하게 전개되는 사회적 문제에 대응하는 정부의 정책을 폭넓게 연구하기 위해 2012년 공공문제연구소로 명칭이 변경되었다. 본 논문은 연세대학교 도시문제연구소의 설립으로부터 2011년 명칭이 변경되기까지의 도시문제연구소의 활동과 그 성과를 분석함으로써 대학연구소의 역할을 재조명하고 작금의 많은 대학연구소들이 노출하고 있는 갖가지 문제점들을 접근하고 미래의 발전을 도모하는 데 있어 모범적 사례를 보여주려 한다.
