This study aims to find out the very cause why humanistic thoughts are required as a theoretical base by focusing on the real essence of city. Cities also can be described as a space for structuring the citizens` way of life and reflecting their needs, containing the various types of life for the citizens in the course of thoughts and their behavior change with the trace of life itself that can be transformed to the culture as a space to track down the past. Through this study, it is highlighted that the real nature of city should be based on the human itself.First, cities can be functioned as a text, which is full of interpretable texts, like history, storytelling, and humanistic scripts. Citizens could be flaneurs (= passionate strollers in the city) to participate actively in the city-text reading, based on their humanistic imagination and thoughts. Second, it is highlighted the city development must be based on the humanistic thoughts. The first value of city development is to restore community spirit, which is directly related to the humanistic thoughts, providing citizens with a vision of cities discourse and history, not as a city, full of good trimmed physical appearance. In connection with this context, the cities can be formed to one text, which leads to citizen-oriented culture program. It is natural to develop the citizen education program, and building up the culture/arts education to read the text by providing the shared collective spaces in which consciousness and the unconscious, past and present, meet.Finally, it is discussed the humanistic thoughts are logical ground for the Hub-city of Asian Culture Project (hereinafter referred as the HACP). The basic value and ideology of the HACP is to promote “Neo-humanistic City”, full of Independent Humans who could restore the essence of humanities to be the core of culture. In spite of this obvious statement, it is pinpointed the HACP is getting too far from its original value and ideology. With regard to the total problems of the HACP and its Asian Culture Center which lacks contents, it is pointed out the real cause of disorientation is directly related to making a step backwards in making the Neo-humanistic City. So the future direction of the HACP must be focused on the city development in terms of the Spiritual Community, not as the Physical one, which misleads Gwangju City to the physical appearance-oriented city without its proper identity.In conclusion, it is verified that flaneurs with humanistic thoughts must be the key role of the cities in which human touches and humanities can be found rather than standardized ambience of the cities. In doing so, it is necessary for flaneurs to make cities diverse, vital, and creative.
