공공기관의 조직가치가 공공봉사동기와 업무열의에 미치는 영향 = Effects of organizational value of public institutions on public employees’ public service motivation and work engagement

다국어 초록 (Multilingual Abstract)

This study explains how the organizational value of the public institution is related to public employees’ public service motivation and their work engagement. The study is based on data from the 2017 "Public Employee Recognition Survey" of 1,645 public employees by the Korea Institute of Public Administration (KIPA). Through the analysis of moderated mediation effects, the study analyzes the relationship of the organizational value of the public institution to public employees’ public service motivation and work engagement. The results show that the organizational value of the public institution positively influences public employees’ public service motivation, and this positive relationship is strengthened when the person-organization fit is high. In addition, the organizational value of the public institution is, directly and indirectly, related to the work engagement of public employees. In particular, it confirms that organizational value can lead to work engagement through public service motivation. This study suggests that the internalization process is important in delivering the organizational value of the public institution, and it provides an important implication that the effect increases when the perception of value is shared between individual and organization.

국문 초록 (Abstract)

이 논문의 목적은 공공기관의 조직가치가 개인의 공공봉사동기 및 업무열의와 어떠한 관계가 있는지 검증하는 것이다. 연구는 2017년 한국행정연구원 “공공부문 종사자의 직무 인식조사” 자료를 바탕으로 조절된 매개효과 분석을 통해 변수 간 관계를 살펴보았다. 연구 결과 공공기관의 조직가치는 개인의 공공봉사동기에 긍정적으로 작용하고, 이러한 긍정적 관계는 개인과 조직 간 가치 적합성이 높을 때 보다 강화되는 것으로 나타났다. 또한 공공기관의 조직가치는 개인의 업무열의에도 긍정적 영향을 미치는 것으로 나타났는데, 특히 공공봉사동기를 통해 공공기관의 조직가치가 업무열의로 이어질 수 있음을 확인하였다. 본 연구는 공공기관의 조직가치 전달에 있어 내재화 과정이 중요하고, 개인과 조직 간 가치에 대한 인식을 공유할 때 그 효과가 증대된다는 중요한 시사점을 제공하였다.
