복지국가의 노인빈곤율 결정요인에 관한 연구: OECD 23개 회원국을 중심으로 = A Study on the Determinants of the Elderly Poverty Rate of Welfare State: Focused on 23 OECD Countries

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the determinants of the elderly poverty rate of welfare state in 23 OECD countries. The result shows that labor market participation rate, fertility rate, social expenditure for old age of GDP, cash expenditure portion of social expenditure for old age, GDP per capita have statistically significant negative effects on the elderly poverty rate. The proportion of healthy elderly population, service expenditure portion of social expenditure for old age, on the other hand, have statistically significant positive effects on the fertility rate. Policy implications of these findings are as follows. First, governments make active and continuous efforts in order to raise the fertility rate, he most important factor of determinants of the elderly poverty rate. Second, governments need to increase participation rate of economic activity and health promotion policies for elderly because accumulating wealth and alleviating health care expenditure for the elderly. Third, efforts to expand the cash support is required to alleviate of the elderly poverty rate because cash expenditure of social expenditure for old age is policy tools that can maximize the utility of the beneficiary.
