지역축제 활성화요인의 우선순위 및 상대적 중요도 분석: 함평나비축제를 중심으로 = An Analysis on the Priority and the Relative Importance of the Revitalization Factors in Local Festival: Focused on the Hampyeong Butterfly Festival

This study focuses that the research purposes to present the theoretical implications and political suggestions through the examination of the priority by analyzing the revitalization factors of the local festival.
An author reviewed comprehensively the previous studies on the local festivals, and then examined the successful factors of the local festival. These previous studies were applied to the factors of the local festival on the basis of the theory of Analytic Hierarchy Process(AHP) by Saaty.
The followings was derived from the local festival at Hampyeong Butterfly festival.
First, the revitalization factors of the festival were identified directly by economic factor, local balanced factor, environmental factor and social-culture factor. Above all, this festival was strongly affected by economic factor.
Second, the results of the research showed significant difference between public officers and visitors. Public officers perceived the benefit of the festival as the most important factor of the festival. On the other hand, visitors recognized the traffic conditions and industrialization of festival area.
Third, this research showed that the revitalization factors of the festival were the originality of festival themes, the convenience facilities, the personal experience of programs, the variety of programs and the contribution of local economy.
The analytic results of this study presented the theoretical implications and political suggestions of the local festival.

국문 초록 (Abstract)

본 연구에서 함평나비축제를 통하여 지역축제의 활성화에 미치는 우선순위 결정요인을 파악하였다. 이론적 고찰과 선행연구를 통하여 함평나비축제에 미치는 결정요인을 설정하였다. Saaty의 계층분석과정(Analytic Hierarchy Process; AHP)를 활용하여 각각의 결정요인들에 대한 가중치와 우선순위를 분석하였다. 지역축제는 종합적인 지역의 행사로, 특정한 분야로 한정되어 있지 않기 때문에 양적인 방법만으로 설명하는 것은 한계가 있다. 따라서 질적 및 양적 방법을 활용할 수 있는 계층분석과정방법을 이용하여 실증분석을 하였다. 접근방법으로 상향식 접근은 함평군의 행사공무원을 대상으로 하고, 하향식 접근은 함평나비축제에 참가한 방문객을 대상으로 비교분석 하였다.
함평나비축제의 분석결과를 요약하면 공무원은 경제적 요인의 가중치가 가장 높게 나왔고, 환경적 요인, 사회문화적 요인, 지역균형적 요인 순으로 나타났다. 방문객은 환경적 요인의 가중치가 가장 높게 나왔고, 경제적 요인, 사회문화적 요인, 지역균형적 요인 순으로 나타났다. 지방자치단체의 지역축제의 활성화에 미치는 결정요인에 따른 몇 가지 구체적인 정책적 시사점을 대안으로 제시하였다.
