국문 초록 (Abstract)

농수산물유통 및 가격안정에 관한 법률(농안법)은 농산물도매시장제도를 근간으로 하는 농수산물의 유통구조를 규 정 하고 있으나, 다양한 유통구조의 반영이 전무하다. 유통구조의 다각화를 요구받는 현 시점에서는 농업협동조합 의 경제사업 활성화가 중요한 역할을 한다.
이를 반영하여 다양한 유통구조의 도입이 농안법에 도입되어야 할 것이다.
농산물 수급 안정 및 유통구조 개혁의 논의과정에서 농산물 및 생산자의 산지조직화가 대안으로 떠오르고 있다. 필자도 산지조직화가 대안이 될 수 있다는 점은 동의하나 이것이 곧 기업 형 대형 슈퍼마켓과 외국의 대형 농업 회사들에 대응할 수 있는 근본적 대책이 될 수 있다고는 생각하지 않는다. 그 중심에는 농업인의 자조적 협동 단 체인 농협이 있어야 한다고 본다. 이를 위해 우선 농협의 신·경 분리가 선행되어 경제 사업이 좀 더 조직화·체계화 되어야 한다. 농협은 계약재배, 판매, 유통, 마케팅, 정보제공, 해외시장개척은 물론 농산물 생산의 원가절감을 위 한 사업, 가령 농기구대여업 및 첨단 기계를 동원한 비료 및 농약의 공동살포업도 병행하여야 한다. 판매조직에 있어서는 대형 판매처의 운영뿐만 아니라 소비자의 접근성을 고려한 중소규모의 판매처의 설치·운영도 요구된다. 지역농협 및 시군단위 농업회의소에서 수집된 자료와 농협중앙회의 해외시장개척에 관한 자료는 중앙농업회의소에서 집적되어 가공되어야 하며, 이를 토대로 정부정책이 입안되고 조율되는 구조를 갖추어야 한다. 각 농업조직 간의 네트워크가 유기적으로 결합될 때면 농산물 수급조절과 가격안정은 근원적으로 해결될 수 있을 것이다. 따라서 농업회의소의 설치와 농협 경제사업 의 분리 및 활성화는 농산물 수급 안정 및 유통구조 개혁에 있어서도 그 중심에 있다 할것 이다.

다국어 초록 (Multilingual Abstract)

The Producing district systematization of agricultural products and the productive person are rising with alternative from discussion process of agricultural products supply and stability, circulation structural reform. Writer makes a motion that the producing district systematization is becoming alternative.
But I does not think that this is becoming the basic countermeasure to be confront at the formation agriculture companies of the enterprise style hypermarket and the foreign nation boils.
I think that there must be an agricultural association which is a self-illuminating coordinated group of the farm worker to the center. First of all separation of trust enterprise and economic enterprise of the National Agricultural Cooperative Federation is precede and more must become systematization and the system of the agricultural association.
When the network of each agriculture organization is combined organically, the agricultural products supply and control of price stability could be solved originally. Consequently the establishment of Agriculture Chamber, the separation of trust enterprise and economic enterprise of the National Agricultural Cooperative Federation and the activation of the economic enterprise stand on the center to the agricultural products supply and stability of price and the circulation structural reform.
