외국의 가족복지서비스 전달체계에 대한 분석 : 독일과 미국을 중심으로 = A Comparative Study on Public Deliverysystems for Familywelfare between Germany and the US

국문 초록 (Abstract)

현대 사회에서 가족은 급격히 변화하고 있으며, 가족 복지를 위한 정책 또한 매우 필요하다.
이 논문은 연방정부 차원에서의 독일과 미국의 공적 가족복지 전달체계 구조와 업무 내용을 분석하여 그것이 우리나라 가족복지 전달체계의 발전에 시사하는 바를 제시한다. 우리나라의 경우, 아직 가족복지정책과 전담 전달체계의 필요성에 대한 인식이 보편화되어 있지 못하다. 또한 중앙정부와 지방정부 사이에 명확한 책임 구분과 권한 분담을 통한 융통성 있는 연계체계가 구축되지 못하고 있다. 결국 가족문제의 확산이 방치되고 있는 상황이다.
우리는 이 논문의 분석과 조망이 앞으로 우리나라에 적합한 가족복지정책과 가족복지 전달체계의 모형을 개발하는 데에 기여할 수 있기를 바란다.

다국어 초록 (Multilingual Abstract)

The Family in modern society has radically and diversely changed. At the same time, political needs for the family welfare have been increased.
With conservative political perspective, federal government in the US intends to strengthen family functions. Therefore, it prefers direct support for single parent families with small income through TANF program as a major political instrument. The present german government with liberal political perspective (SPD) intends to support working married women and children. As political instrument SPD prefers allowance for child to indirect support system. This different political perspectives of 2 government have been automatically reflected on the federal administrative systems which take responsibilities of family welfare policy in Germany and the US.
The concern on the public deliverysystem for familywelfare has grown recently, but research on deliverysystems for familywelfare is very limited in quantity and Depth. The main purpose of this paper is to critically analyze the public deliverysystem for familywelfare in Germany and the US. This paper describes the background information concerning the establishment of “Bundesministerium fuer Familien, Senioren, Frauen, Jugend” in Germany and of “Department of Health and Human Services” in the US. And then, this paper analyzes its systems and tasks.
Through this analysis, this paper attempts to be manifest the problem of Korean deliverysystem for family welfare and to find implications of german and American models.
