지적재조사 기본계획의 수정계획에 관한 고찰

국문 초록 (Abstract)

본 연구는 「지적재조사에 관한 특별법」 제4조에 근거하여 지적재조사의 효율적 추진을 위하여 수립 시행되고 있는 제1차, 제2차 지적재조사 기본계획의 주요 추진 내용과 실제 추진 성과를 비교 · 분석하여 문제점을 도출하고 해결방안을 제시함으로써 2021년부터 시행되는 제3차 기본계획 시행에 기여하는데 그 목적이 있다. 본 논문은 국토교통부에서 2019년 추진한 ‘제3차 지적재조사 기본계획 수립 연구’의 주요 내용을 중심으로 하였다. 연구결과 지적재조사 사업은 당초 계획했던 목표를 크게 미달하여 추진 중이며 2020년부터 지적재조사 예산 확보가 보다 원활하게 되고 있지만 앞으로 어떠한 어려운 환경이 닥칠지 모르는 상황이다. 이에 따라 지적재조사사업 기본계획 수정계획에는 예산 미확보시 대응할 수 있는 대안을 마련해 놓아야 할 것이며, 거시적으로 사업기간의 연장에 관한 사항과, 2030년 이후 지자체에서 자체 추진하는 방안 등에 대한 검토도 필요하다.

The purpose of this study is to contribute to the implementation of the third basic plan, which will be implemented from 2021, by comparing and reviewing the main contents of the 1st and 2nd basic plan for cadastral resurvey and the actual performance of the basic plan for cadastral resurvey, which is being formulated and implemented for the efficient promotion of the cadastral resurvey based on Article 4 of the Special Act on Cadastral Resurvey. This paper focused on the main contents of the ‘3rd Basic Plan for Cadastral Resurvey’ promoted by the Ministry of Land, Infrastructure and Transport in 2019. As a result of the research, the cadastral resurvey project is being carried out far below the original goal, and although the budget for the cadastral resurvey is being secured more smoothly from 2020, it is possible that any difficult environment will be wiped out in the future. Accordingly, the plan to revise the basic plan for the cadastral resurvey project should have an alternative to respond to the unsecured budget. It is also necessary to review matters concerning the extension of the business period on a macro basis. and measures to be implemented by local governments after 30 years.
