地域經濟 活性化를 위한 地方政府의 役割에 관한 硏究 : 지역산업육성정책을 중심으로 = (A) study on the role of local government for the activation of the regional economies : focused on supporting scheme of local industries

국문 초록 (Abstract)

우리나라는 지난 35여년 동안 수출주도형 공업화라는 불균형성장전략과 특정지역을 집중적으로 개발하는 성장거점개발전략을 추진하여 고도의 성장을 이룩하였으나 그 과정에서 특정지역으로 인구가 집중되고 산업이 편중화 되는 현상을 유발시킴으로써 지역간 격차를 발생시켰다.
이러한 문제를 해결할 수 있는 전략의 하나가 지역산업 육성정책을 통한지역경제의 활성화이며, 완전한 지방자치제 하에서 지역경제활성화는 지방정부의 노력에 의해서 이루어진다. 지역경제가 활성화되면 지역주민의 취업기회 확대 및 소득증대로 지역주민의 생활수준의 향상과 지방정부의 재정자립도의 확충 등의 효과를 발생시키며, 이는 사회간접자본의 투자와 양질의 행정서비스를 제공할 수 있도록 해준다.
본 연구는 지역경제활성화를 위한 지방정부의 역할에 대해 연구함에 있어서 그 초점을 지방정부의 지역산업육성정책에 두었다.
지방정부는 지역특화산업의 육성, 지방중소기업의 육성, 그리고 첨단기술산업의 지방유치 및 육성을 통해서 지역경제활성화를 이룰 수 있다.
지방정부가 지역산업육성을 위해 수행해야 할 역할에는 다음과 같은 것들이 있다.
첫째, 지역경제와 관련된 정책계획 및 집행권을 강화하여야 한다. 이를 위해서는 중앙정부와의 기능재배분이 요구된다.
둘째, 지역경제환경의 변화에 대응하기 위해 지역경제관련 행정조직의 기능을 강화하여야 하며, 전문인력을 확보 ·양성하여야 한다.
셋째, 지역산업육성을 위한 지원기구를 설치하여야 한다.
넷째, 지역정보네트워크를 구축 및 산 ·학 ·연 공동연구기술개발 등을 통한 기술개발에 지원하여야 한다.
다섯째, 지방정부는 외국기업의 투자 및 기업유치에 노력하여야 한다.

다국어 초록 (Multilingual Abstract)

Korea has achieved a remarkable economic growth with the promotion of both the unbalanced growth aimed at the export-initiative industralization and the growth-intensive strategy of intensively developing the particular region for the past 35 years, in which process population has been concentration in the particular region and industries around the country. Owing to the occurrence of this phenomenon, the gap has taken place between regions.
The activation of local economies is not only one strategy for solving this problem but also relation the value of it purpose in itself. It is not exaggeration to say that the prosperity of one region depends on the activation of local economies under the local autonomy system.
Accordingly, local government should make an effort to activate local economies first of all era of localization.
As the scheme for the activation of local economies, local government will have to support local industries(local small business, regional specialized industries, high-tech industries), that occupying the most important Portion of local economies as its subject and improve the living quality of local residents through the expansion of employment opportunity and the increase of their income.
As the local government scheme for the support of local industries, these are following :
First, the role should be shared and redefined by government activity between central government and local government.
Second, the organizational and personal function with relating to industry of the local government should be intensified by the changing the environment.
Third, the local small business support center, local service center and business incubator should be formed.
Fourth, the local information the network and industrial-education-laboratorial linkage system should be constructed.
Sixth, domestic firms and foreign firms should be attracted into the locality, and manpower should be provided for them.
