인천공항 물류단지 개발편익 산정에 관한 연구 = A Benefit Analysis for the Airport Logistics Complex Development

다국어 초록 (Multilingual Abstract)

The Airport Logistics Complex(Phase 1) around Incheon International Airport has been successfully operated since year 2006. However, It is not avoidable to construct the additional Airport Logistics Complex(Phase 2), estimated the land supplied for the Complex(Phase 1) will be short within a near future.
For additional development, it is necessary to demonstrate how big is the economic feasibility based on accurate benefit estimation.
However, it is not relatively easy to calculate the accurate development benefit using for the economical analysis of the Airport Logistics Complex, different from general industrial complex supplying to manufacturing companies.
Comparatively speaking, it is not difficult to forecast the development benefit of the manufacturing Complex since there are big censuses of the mining and manufacturing industries every year, surveying for the whole sale and
value added of the industries in Korea.
The main development goal of the Airport Logistics Complex is inducement of the logistics related industries into the complex aiming the added value generated by them. However, few research were conducted on estimating
units of added value from the logistics related industries, and it is almost impossible to estimate how much they could create the added value.
The main purpose of this study is to propose the estimation standards of the development benefit and to suggest the units of added value for estimation of benefit of the tenants in the complex.

국문 초록 (Abstract)

2006년에 30만 평에 달하는 1단계 공항물류단지가 성공적으로 조성되어 활용되고 있으나 장기적으로 물류부지의 부족이 예상됨에 따라 장차 충분한 배후물류부지의 추가 조성(공항물류단지 2단계)이 불가피한 실정이다. 그러기 위해서는 정확한 편익산정 기준에 의한 충분한 경제성이 입증되어야만 한다. 광공업통계조사를 통해 유사한 제조업들의 매출액과 부가가치가 주기적으로 조사되고 이러한 제조업들이 주로 입지하는 산업단지와는 달리 공항배후 물류단지의 경제성을 입증하기 위해 개발의 편익을 산정하는 과정은 상대적으로 용이하지 않다. 왜냐하면 물류단지개발계획상 물류단지의 개발목표는 물류단지에 물류관련기업을 유치함으로써 부가가치를 창출하는 것이라고 규정되어 있긴 하지만 공항배후 물류단지에 유치될 물류관련 산업의 부가가치 원단위에 대한 연구가 상대적으로 미비하여 유치될 다양한 기업들이 얼마나 많은 부가가치를 창출할 것이란 점은 객관적으로 예측하기
가 용이하지 않기 때문이다.
본 연구의 목적은 국내 최초로 개발된 공항배후물류단지의 비용-편익분석을 하는 과정에서 예전에 산정된 적이 없는 개발편익을 산정하는 방법과 입주대상 업종의 부가가치 원단위를 제시함으로써 추후 유사사업의 비용-편익분석 시 도움을 주는 데 있다.
