독일 특수교육 교육과정 각론과 학교교육과정 지원방안의 특징 및 시사점-노르트라인-베스트팔렌 주를 중심으로 = Characteristics of the Special Education Curriculum in German Federal States and Support for the School Curriculum-Focusing on the state of North Rhine-Westphalia

국문 초록 (Abstract)

연구목적: 독일 연방주에서 특수교육 관련 학교교육의 질 제고를 위해 지원하는 교육과정과 기타 지원방안을 분석하여 특성을 탐색하고 국내 특수교육 학교교육과정 운영과 교육과정 재구성을 위한 지원 방향에 대한 함의를 고찰하였다. 이를 위해 독일 연방주 차원의 특수교육 교육과정 각론의 내용체계, 학교교육과정 지원방안 나아가 교과협의회의 과제와 협력 방식에 대해 분석, 고찰하였다. 연구방법: 독일과 NRW주 각종 공식 교육과정 및 관련 문헌을 수집하여 문헌 연구 방법으로 분석하였다. NRW주 특수교육 교육과정 각론의 내용체계와 학교교육과정 지원 자료인 ‘수업계획’ 문서는 교육과정 재구성 차원에서 분석하여 구성적 특징을 고찰하였고, 실제 학교 교육과정 현황 파악을 위해 관계자와 면담 및 이메일 서신을 통해 자료를 수집하였다. 연구결과: 첫째, 각론 내용체계는 목표역량을 기반으로 교과간 및 교과내 연계에 중점을 두었으며, 통합교육 환경에 배치된 학생을 고려하여 일반학교 초중등 교육과정과의 연계방안도 제시하였다. 둘째, 학교교육과정 지원을 위한 ‘수업계획’ 자료에서는 2개 과목(국어, 수학)에서 학년별로 교과 영역을 통합한 통합주제를 세부적으로 구성, 제시하였으며, 통합주제 내에서 생활기능 교과와의 연계방안도 제시하였다. 나아가 학교교육과정 구성 양식을 개발하여 교육과정 재구성 작업의 통일성과 효율성을 제고하고 있다. 셋째, 독일의 경우 교과협의회의 구성과 과제를 학교법으로 규정하고 있으며, 민주적 절차에 의거한 분업과 협력방식, 의사결정을 통해 모든 구성원이 수용할 수 있는 학교교육과정을 구성하기 위해 노력함을 알 수 있다. 결론: 학교교육과정 및 교육과정 재구성을 위한 지역 수준의 교육과정 구성 방향 및 시도교육청 차원의 체계적인 지원 방향에 대해 논의하였다.

다국어 초록 (Multilingual Abstract)

Purpose: This study aimed to analyze the curriculum and other support services provided by German federal states to improve the quality of special education, explored their characteristics, and consider the implications for special education curriculum in Korea and the direction of support for curriculum reorganization. Methods: The content system of the NRW special education curriculum and the ‘lesson plan’ document, a type of curriculum support material, were analyzed using a literature review method, and data were collected through interviews with stakeholders and email correspondence to understand the actual status of the school curriculum in terms of curriculum reform. Results: First, the content system focused on inter- and intra-curricular linkages based on competency standards, and proposed linkages with general primary and secondary school curricula in consideration of students placed in an integrated educational environment. Second, the ‘lesson plan’ materials for curriculum support were organized and presented in detail and integrated themes that integrate subject areas by grade level in two subjects (German and Mathematics), and also presented linkages with life skills subjects within the integrated themes. In addition, a school curriculum organization form was developed to enhance the unity and efficiency of curriculum reorganization. Third, in Germany, the school law stipulates the composition and tasks of the TLC, and it can be seen that they seek to organize a school curriculum that is acceptable to all members through division of labor, cooperation, and decision-making based on democratic procedures. Conclusion: This paper discussed the direction of curriculum organization at the local level and systematic support for school curriculum and curriculum reorganization.
