This study develops a pre-assessment model to quantify social acceptability in the siting of hydrogen production facilities, which are often regarded as locally unwanted land uses (LULUs). Social acceptability is conceptualized through four interrelated factor groups: policy legitimacy, participatory governance, balance of interests, and implementation capacity. The Analytic Network Process (ANP) was employed to account for interdependencies among these groups. Applying the model to six candidate sites in Goyang, South Korea, the results show that implementation-related factors have the greatest influence. Early-stage public participation and long-term trust-building strategies emerged as critical determinants. The dependency analysis further revealed that implementation capacity substantially affects other factor groups, highlighting its structural centrality. Social acceptability varied significantly across sites, shaped more by administrative transparency and community engagement than by physical conditions. This study offers a structured framework for the early-stage assessment of social acceptability and highlights the importance of institutionalizing these approaches in infrastructure planning. The findings advocate a transition from technocratic siting strategies to planning approaches centered on legitimacy and governance.
