정책문제의 특성과 공직자의 정책태도 -사용 후 일회용 기저귀의 재활용 문제를 사례로- = Issue Characteristics and Bureaucratic Attitudes: A Case of the Used Diaper Recycling

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the relationship between the perception toward the goal and the means of a policy problem among those working in the public sector in case of the used diaper recycling. For this, a survey was conducted using a sample of the public workers in Korean Department of Environment (DOE) and its outreach agency (Korean Environment Corporation: KECO) that is responsible for the policy implementation and inspection. According to the results, there exists a clear gap in the perception between the goal and the means for dealing with the possible recycling of the used diapers. They are more likely in favor of the goal compared with the means, showing a clear characteristic of the valence issue. Those with KECO show a narrower gap than those in DOE than those of DOE. Overall, this study confirms an argument that the reluctance of the bureaucrats due to the goal-means gaps may be the prime reason why the used diaper recycling is not in implementation in Korea. In short, this study confirms an existing proposition that the degree of which an issue carries the valence characteristic may determine whether or not it becomes a public policy.
