제19대 국회 초선의원의 특징 분석 = An Analysis on Characteristics of the Freshmen in the 19th National Assembly

국문 초록 (Abstract)

본 연구는 제19대 국회 초선의원들은 과거 국회와 비교하여 어떠한 특징을 보이고 있는지 분석하는 것을 목적으로 하였다. 이를 통해 제19대 국회 내 정당 간 갈등 및 운영은 어떠한 성향을 보일 것인지 살펴보았다. 초선의원들이 국회 다수를 차지하고 있기 때문에 국회 연구에 있어 초선의원들이 가지는 중요성은 매우 크다. 그럼에도 불구하고 초선의원들에 대한 연구는 매우 미진한 편이다. 이러한 이유로 제19대 국회 초선의원들의 특징을 통시적으로 분석해 보았다. 분석을 통해 제19대 국회 초선의원들 중 여성의원의 비율이 과거 국회와 비교하여 높아졌으며 여성의원들의 평균 연령은 매우 낮다는 점을 발견할 수 있었다. 이에 비해 남성 초선의원들의 평균 연령은 과거 국회에 비해 매우 높아졌다는 점을 찾을 수 있었다. 또한, 제19대 국회 초선의원들은 제17대 국회 초선의원보다 보수적이지만 제18대 초선의원에 비해 진보적이라는 점을 알 수 있었다. 두 정당 초선의원들의 이념 분포는 소속 정당 이념 분포와 매우 흡사한 모습을 하고 있음을 찾을 수 있었다. 무엇보다 중요한 발견은 두 주요 정당 초선의원들 간 이념 격차가 과거 어느 때보다 크다는 점이며 이러한 경향은 두 정당 간 전체 평균이념을 비교하여도 나타난다는 점이다. 이는 국회 내 갈등 심화 그리고 이에 따른 국회 불신을 불러올 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This paper aims at examining characteristics of the Freshmen in the 19th National Assembly in comparison with the previous National Assemblies’. In studying the Korean National Assembly, the Freshmen take significance because they always hold a majority in the National Assembly, which means that they can play a decisive role in decision-making. When the Freshmen made into the National Assembly, they drew special attention from the press and the public; however, the study on the Freshmen doesn’t meet expectation. This is why this study focuses on the Freshmen of the 19th National Assembly. The analysis shows the percentage of female Freshmen in the 19th National Assembly gets higher in comparison with the previous National Assemblies. Likewise, the study finds that the Freshmen in the 19th National Assembly tend to be liberal than the 18th National Assembly’s but they are more conservative than the 17th National Assembly’s. The ideology distribution of the two major parties’ Freshmen is very similar to their affiliated party’s. In addition, the ideological difference between two parties’ Freshmen is much greater than ever. It is expected that conflict between the two parties in the National Assembly be more intensified than before. Accordingly, public distrust on the National Assembly will be growing.
