민간경비 교육제도 변화에 따른 문제점과 개선방안 = Issues and Improvement Measures on the Opening of Security Guard Education and Training to Private Organizations

국문 초록 (Abstract)

  우리나라에서도 경비원의 자질문제는 어제 오늘의 얘기가 아닌 경비업법 제정된 이래 꾸준히 부각되는 문제로서 1997년 경비지도사 제도를 도입하여 위탁 제도하에서 경비원에 대한 교육을 담당토록 하였으며, 경비지도사들의 많은 노력과 활동으로 경비원의 자질이 꾸준히 항상되고 있었다. 이때 경찰청에서도 경비지도사의 능력 자질을 인정하여 경비지도사의 근무여건을 개선하여 경비원교육 등 직무를 성실하게 수행하도록, 경찰청에서 2005년 9월1일부로 감독명령을 발령하여 경비지도사를 준관리자금으로 지위를 향상시켰다.<BR>  그러나 경찰청에서는 경비업법 시행규칙 제12조제2항을 경비원교육제도 개편과 경비업법령 개정하여 경비원 교육을 강화하고, 자질향상을 위한다는 취지하에 일반경비원신임교육의 위탁제교육을 폐지시키고(경비지도사 제도자체가 유명무실하게 됨) 교육기관제 교육을 도입하여 일반경비원신임교육을 우리협회를 비롯한 46개 민간경비교육기관으로 개방하였다. 이에 위탁제 교육 폐지가 우리나라 민간경비산업에 미치는 실태를 분석하여 개선방안을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

  The issue of security guards" capabilities has been discussed since the enactment of the security guard business law. The security instructor system to train security guards has been adopted in 1997. With the aim of enhancing security guards" capabilities, and improving security instructors" working conditions and work efficiency the National Police Agency has issued an official order to appoint security instructors to a supervisory position.<BR>  The promotion of security instructors to an associate managerial position has enhanced their work efficiency to a great extent. As a consequence, the capabilities of security guards have continued to improve considerably.<BR>  Recently, the National Police Agency has amended the Clause 2, Article 12 of the enforcement regulations of the security guard business law. It has revised security guards training and education systems, and security guard laws and ordinances to strengthen security guard training and education and increase the capabilities of security guards. Training and education for newly recruited security guards are no longer handled by a small number of exclusive training institutes. The National Police Agency has opened training and education for newly recruited security guards to forty six educational organizations including the Korean Security Association. This study aims to the impact of opening security guard education and training to private organizations on the Korean security guard businesses. The study then intends to make suggestions about the new system of security guard education and training.
