한국형 지적정보 표준체계 수립 연구 = A Study on Building the Standards System of the Korean Cadastral Information

국문 초록 (Abstract)

지적분야 표준화에 대한 개념 및 체계 정립에 대한 다양한 연구가 다소 미흡한 것은 지적정보 자체에 대한 법적 제약이 강하고, 그로 인한 폐쇄성 및 경직성에 연유한다고 볼 수 있다. 하지만, 최근의 정보화의 추세로 볼 때, 정보의 개방과 통합은 당연한 시대적 흐름으로서 이를 효율적으로 지원하기 위한인프라인 표준의 중요성 또한 높다고 하겠다. 따라서 본 연구는 지적정보 표준체계를 정립을 통해 한국의 환경에 맞는 표준사업 추진의 기반을 마련하고, 타 기본공간정보와의 상호운영성 증진 및 수요 촉진에 기여하고자 한다. 이러한 연구목적을 달성하기 위하여 연구대상은 측량？수로조사 및 지적에 관한법률 제71조, 제72조, 제73조에서 규정한 등록사항 중 공간정보를 포함하는 5가지 지적정보로 한정하였다. 조사방법은 문헌조사와 인터넷조사를 통하여 자료를 수집하였고, 접근방법은 서술적 접근방법을적용하였다. 연구결과는 다음과 같은 수준에서 도출하였다. 첫째, 공간정보분야 표준화관련 국가GIS 계획 및 법률을 검토하였다. 둘째, 지적정보 표준화 추진 현황을 해외와 국내로 나누어 검토하였다. 셋째,한국의 환경에 맞는 지적정보 표준체계를 정립하고, 그 한계를 검토하였고 이를 토대로 향후 바람직한표준화 사업 방향을 제시하였다.

다국어 초록 (Multilingual Abstract)

The various research based on cadastral information standardization has been recognized relatively insufficient. That is because the law itself covers the standards in result, the non-interoperability and rigidity of cadastral information is very high. However, the opening and integration of cadastral information are unavoidable in order to the recent trend and efficiency. Standard is a kind of infrastructure to efficient support of the opening and integration. For that reason, the purpose of this study is to define the Korean cadastral information standards system and set up the fundamental of standard business to improve interoperability of the basic geographic and cadastral information. To achieve the research objectives, the research targets are limited to 5 cadastral registration informations from the Law of Survey, Waterway and Cadastre. The research is based on literature review and a descriptive access method was applied. The conclusion of the study is as follows; First, the national GIS plan and law about the standard of cadastral information is examined. Second, the context of cadastral information standardization is investigated not only from Korea but also from overseas. Lastly, to build the best practice of Korean cadastral standards system, some of the issues and limitations are suggested
