This study aims to analyze policy network among policy actors who are consumers, consumer organizations(NGOs), and government organizations by delving into their interest, stance and solidarity in implementing the restructured residential electricity pricing.
What sets this study apart from the previous ones is the inclusion of consumers who were excluded in the previous research of policy network; in this study, consumers are counted as major policy actors. Moreover, additional interviews were conducted to supplement the quantitative analysis of network.
This study presents three findings.
Firstly, consumers have a little interest and demand for restructuring residential electricity pricing due to their insufficient knowledge and awareness of the current electricity pricing policy.
Secondly, policy actors show generally positive responses to a system linking electricity costs to electricity charges, which is the essential of the restructured residential electricity pricing whereas government organizations have differing opinions on the reduction in progressive stages from six to three stages, and consumers disapprove of the power rate hike.
Lastly, after analyzing solidarity and conflicts among policy actors on the restructured residential electricity pricing, the study has found out that consumer organizations(NGOs) are known to have strong solidarity, but consumers tend to be involved in conflicts. This proves that consumers are having interactions to a limited extent on the restructured residential electricity pricing plan.
Based on the results above, this study suggests that policy making processes be made public in implementing the restructured residential electricity pricing. Also, since consumer organizations (NGOs) are considered as having a high level of solidarity, they should lead interactions between governments and consumers, and this should be reflected in policies.
