2011 국제표준교육분류 0단계(ISCED 0)에 기초한 누리과정의 유아교육제도로서의 의미 = Analysis of the NURI System on the basis of 2011 ISCED (International Standard Classification of Education) Level 0

다국어 초록 (Multilingual Abstract)

This study aimed to understand the concepts and relevance of the 2011 ISCED (International Standard Classification of Education). More precisely, this study analyzed 7 components of the ISCED level 0, which is the basis of early childhood education amongst 0~5-year-olds. On the basis of this analysis, this study explored the possibilities of the NURI system being classified as ISCED 0 level. NURI satisfies ISCED level 0 standards partially. Even though the NURI system is the universal standard for public education amongst young children from the ages of 3~5, it should take complementary measures in order to be classified as ISCED level 0. These include, the unification of the infrastructure of delivery system, teachers' licenses, and supervision based on the education regulatory framework recognized by relevant national authorities.

국문 초록 (Abstract)

본 연구는 2011년 국제표준교육분류의 개념과 의미를 이해하고, 유아교육단계에 해당하는 ISCED 0단계의 조건을 분석하였다. 이에 기초하여 2011년과 2012년에 발표된 누리과정이 유아교육제도로 가지게 되는 의미를 분석하였다. ISCED 0단계의 특성을 기반으로 도출한 7가지 분석 범주에 따라 누리과정을 분석한 결과 누리과정이 모든 유아의 보편교육을 위한 제도로서 의미를 갖고 있으나, 교원자격 등에서 보완이 필요한 것으로 나타났다. 누리과정이 ISCED 0 단계를 충족하기 위한 정책적 시사점을 제시하였다.
