A set of polices has been implemented in the government level since 1995 for the purpose of the prevention and extermination of school violence that becomes more serious.
To that end, police have cooperated with government organizations or worked independently to formulate a variety of countermeasures. Despite many efforts, recent school violence turns more serious in the qualitative level.
Precise surveys about actual condition of school violences are required to establish efficient measures for school violence for the sake of prevention and extermination of school violence.
Victims' reports to police authority can lead to figuring out the actual condition of school violence. This paper covering surveys with 637 high or middle school students found 6.9% of all respondents have experienced school violences in the recent first year. However, only 0.3% of the reports was dealt with as official cases according to reports on juvenile cases of Cheonan police office. It is also found that most school violence develop into crime tacitly.
Additionally, surveys conducted with 633 middle or high school students on awareness of various policies by police authority found that students had low awareness about polices such as students police group, police patrol in charge of schools, the center for learning, the center for keeping children safe, Purmi Opinion Box, except self-reports for school violence and classroom for the prevention of school violence and crime. In particular, it is noteworthy that the center for learning and police patrol in charge of school, which scholars and researchers say are efficient in preventing school violence, show low awareness. Therefore, we should carry out those policies through the promotion of the two systems in a more aggressive way. In particular, in the wake of continuous media reports on sexual violence in school that took place nationwide including Kyunggi province in the early of 2007, Prumi Opinion Box just aiming to put down media and show off to the public was indicated to be eliminated drastically. In this regard, this paper focuses on improving measures of preventing and exterminating school violence for the sake of nurturing healthy juveniles.
As a result, this paper reaches significant conclusions. The center for learning should take on responsibility for obtaining information about actual conditions of juvenile delinquents and violence-related groups, and police patrol in charge of schools should be used to execute police authority substantially, based on the information obtained by the center for learning, in terms of taking advantage of the former and latter policies that are recognized as effective measures for prevention and extermination of school violence. Two policies should be kept to cooperate in a reciprocal and organic way. Moreover, the Self-report Period for School Violence that is ongoing aggressively should be implemented annually and substantial education for the prevention of crime should be given by improving the quality of lecturers teaching about the prevention of school violence and expanding police diversion policy(conditional dismiss with a caution). Students police group also needs to be carried out in all schools, not just certain schools to let students engage in education for danger of school violence and activities for prevention of school violence in the early stage. Furthermore, in terms of managing the center for keeping children safe, cooperation between provincial governments and parents groups is required to lead to legislative process of this policy through interests and support of central and local governments.
On top of it, CCTV should be expanded to more schools and buildings around schools. In doing so, monitoring CCTV and video patrol are needed in the Integration Control Center aimed to keep residents of Cheonan and Asan safe. In addition to it, the Control Center should be established to monitor CCTVs of each school in real time. These actions will help prevent school violence considerably.
