실직자 구직상담의 효과 분석; 공공 취업알선기관을 대상으로

국문 초록 (Abstract)

이 연구에서는 IMF 대량실업사태 이후 실업대책의 일환으로 도입·강화된 공공취업알선기관에서의 구직상담사업의 성과와 한계를 평가하고 관련 개선방안 모색에의 함의를 도출하고자 하는 목적 아래, 구직상담의 효과 및 관련 기제들에의 영향을 분석하였다.
구체적인 분석에 앞서, 이론적 배경에서는 기존 연구들에 대한 고찰을 통해 서구 국가들에서의 구직상담의 효과 및 효과 발생에의 관련 기제들을 검토하였다. 우리나라에서의 구직상담 효과는 1999년 5월 공공취업알선기관에 구직등록을 한 실직자들을 대상으로 수집된 자료를 활용하여 분석하였고, 분석결과는 다음과 같이 구성하였다.
먼저, 구직상담의 효과를 실직자 재취업에의 영향을 통해 분석하였다. 다음으로, 구직상담 효과 미흡의 원인을 규명하고자 하는, 또한 구직상담의 효과성 제고에의 구체적 방안을 모색하고자 하는 목적하에, 구직상담이 실직자들의 구직행태에 미친 영향을 분석하였다.
분석결과에서는 구직상담의 효과가 미흡한 것으로 드러났고, 이는 구직상담이 실직자의 구직행태에의 긍정적 변화를 유도하지 못한데서 비롯된 것으로 확인되었다. 결론에서는 서구 국가들과는 달리 구직상담의 효과가 미흡하다는 점에 비추어, 구직상담의 효과성 제고를 위해서는 구직상담의 질적 수준을 제고하기 위한 관련 정책적 방안의 모색 및 추진이 필요할 것임을 정책적 함의로 논의하였다.

다국어 초록 (Multilingual Abstract)

After economic crisis, many kinds of unemployment policies were introduced in Korea. But, each unemployment policies' outcomes has not fully evaluated to the present.
In this study, I estimated the effect of career counselling on the unemployed in public employment service agency(PEA) and explored the mechanisms of career counselling. It's due to the consideration that career counselling will be an important unemployment policy in the future larbor market,
Analysis was conducted by using survey data from the unemployed and employing various quantitive analytic tools such as OLS regression and logistic regression.
Major findings are as follows.
First, career counselling in PEA have little re-employment effect on the unemployed. There is little significant impacts of career counselling on the re-employment of the unemployed from analysis results. This is contrary to the experiences of the advanced countries.
Second, career counselling in PEA have little impact on the searching behaviors and the attitude of the unemployed. This result means that mechanims of career counselling don't operate enoughly and that uneffectiveness of career counselling is due to them.
These findings' imlpications are as follows.
First, government interventions which make career counseling to be professional conselling are required in order to enhance the effectiveness of career counselling.
Second, career counselling practices which concentrate on the searching behaviors and the attitude of the unemployed are necessary for the effective career counselling in Korea.
