해양수산부의 기관성격규명과 발전을 위한 제언 = 관청형성모형의 적용을 중심으로

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the MOF(Ministry of Oceans and Fisheries)’s functions and programs from 1997 to 2014 then suggest the MOF’s future directions. To do so, first, we investigate the nature of the MOF through the analysis of the last 20 years’ annual expenditure budget, which are classified by subhead, and the bureau shaping model was applied. Second, we suggest the MOF’s future direction after comprehensive consideration of the MOF’s vision and mission.
Considering the bureau shaping model’s basic proposition, the MOF pursues the function of transfer organization. Second, considering the MOF’s medium- and long-term strategic plan and operational planning, we find several different parts between MOF’s direction of management and actual bureau shaping strategy. Third, we find the existence of the time-lag between operational planning and actual function changes.
Consider all aspects of these findings, MOF is a policy institution, which purposes are to executive the oceans and fisheries policy development and advisory. It will be expected that during the actualizing of those purposes, however, executive functions-regulatory and supporting function-are including the MOF. In order to clarify the MOF’s function, we suggest that regulatory function, supporting function, and executive functions should be excluded from the main department. The alternative service delivery systems-independent committee, executive agency, privatization-should be considered.
