해양 위성정보 활용의 국내외 정책·기술 동향및 실태 분석 = Analysis of Policy, Technology, and Practice in Marine Satellite Information Utilization

국문 초록 (Abstract)

본 연구는 해양공간 관리의 과학적 기반 강화를 위해 해양 위성정보의 국내외 정책·기술 동향과 활용 실태를 종합적으로 분석하였다. 연구는 해양공간계획, 해양환경·생태 관리, 해양안전·방재 등 주요 정책 분야를 중심으로 수행되었으며, 국내·외 주요 기관의 정책자료, 기술 보고서, 그리고 수요기관 대상 포커스그룹 인터뷰(FGI) 결과를 바탕으로 정책·기술적 활용 현황을 비교하였다. 분석 결과, 국내의 위성정보 기술 수준은 국제적으로 경쟁력이 있으나, 법·제도적 활용 기반이 미비하고 기관 간 협력체계가 부재하여 정책 의사결정 단계에서의 실효성이 낮은 것으로 나타났다. 반면, 미국과 유럽 등은 국가 차원의 데이터 통합 거버넌스와 표준화 체계를 통해 정책·기술·산업 간 연계성을 제도적으로 확보하고 있었다. 본 연구는 이러한 비교 분석을 토대로 해양 위성정보의 정책적 활용성을 높이기 위한 제도 개선과 기술 표준화의 필요성을 제시하였으며, 향후 데이터 기반 해양공간 관리 및 해양 행정을 지원하기 위한 기초 자료로 활용될 수 있다.

This study comprehensively analyzed the policy and technological trends and practical utilization of marine satellite information to enhance the scientific foundation of marine spatial management. The research focused on key policy domains, including marine spatial planning, environmental monitoring, and maritime safety and disaster prevention. Policy documents, technical reports, and focus group interview (FGI) results from domestic and international organizations were reviewed to compare the current status of policy and technological applications. The findings indicate that, although Korea has achieved significant technological progress, the lack of institutional frameworks and interagency coordination has limited the practical use of satellite information in policy decision-making. In contrast, the United States and Europe have established national data governance and standardization systems that integrate policy, technology, and industry sectors.
Based on the results, this study addresses the need for institutional improvement and technical standardization to enhance the policy effectiveness of marine satellite information. The outcomes are expected to provide a scientific basis for data-driven marine spatial management and evidence-based marine policy implementation.
