      Namhae, which attracted attention as a national tourist destination with the opening of Namhae Bridge in 1973, is preparing for a second leap forward by constructing the Namhae-Yeosu undersea tunnel. Accordingly, this study attempted to examine the Namhae development strategy to maximize the effects of the Namhae-Yeosu undersea tunnel. To this end, a South Sea development strategy was presented by deriving implications through interviews with local government officials and residents related to already-opened domestic undersea tunnels, relavant data and articles, interviews with external experts, and analysis of overseas cases. Recently, the Namhae-Yeosu undersea tunnel is scheduled to begin construction in May 2023 with DL E&C selected as the operator. Namhae County is deeply considering maximizing the economic effects of the undersea tunnels. In particular, it is making various efforts, such as visiting four local governments with undersea tunnels to obtain data and interview experts. Once the undersea tunnel is opened, Yeongnam and Honam will become physically closer. Travel time between Namhae and Yeosu will be reduced from 1 hour and 30 minutes to 10 minutes. As western Gyeongnam, with its beautiful natural scenery, and eastern Jeollanam-do, with its industrial development, such as the Yeosu National Industrial Complex, become closer to the undersea tunnel, material and human exchanges will become more active. Various projects symbolizing “harmony between the Yeongnam-Honam region” are a win-win strategy. It is time to move forward on this level.
      This is because the undersea tunnel is located in the center of western Gyeongnam and eastern Jeollanam-do and will serve as a tourism hub. Particularly, it will serve as a catalyst for the recently promoted ‘Southern Area Tourism Development Plan’ and ‘Southwest Coast Tourism Belt Creation Project’. Owing to the fact that the distance between Namhae and Seoul, which used to take 4 hours and 30 minutes to 5 hours, is shortened to 2 to 3 hours by using Yeosu Airport and Yeosu Expo Station(KTX), greatly improving accessibility between Namhae and the metropolitan area. Approximately, 5 to 6 million tourists visit Namhae-gun every year, and an additional influx of up to 3 million tourists is expected based on the undersea tunnel. As a consequence, the results of this study's analysis to select a development strategy to achieve results comparable to the changes brought about by the ‘opening of the Gyeongbu Expressway’ and the ‘opening of the high-speed rail’ are as follows. First, this is a thorough analysis of the report on the results of the Namhae-gun development strategy establishment service related to the construction of the Namhae-Yeosu undersea tunnel. Second, it is necessary to establish an integrated control tower to achieve satisfactory results through a one-stop rapid response administrative system by a department dedicated to undersea tunnels. Third, it is to strengthen differentiation and connectivity with services related to southern coastal tourism development promoted by Gyeongsangnam-do. Last, financial support and incentives for building tourism infrastructure to accommodate 10 million foreign tourists were proposed.
