A narional decision-making has been required by the large scale development in modern enterprise and the more complicated business management as well as by the intensified competitions and the uncertainties of the environment. This means that the rapid and accurate informantion has been needed within or out of the enterprise, and that the computer based management information system(CBMIS) has been introduced in the perception of the importance of MIS which can support this idea.
This study is to clarify the characteristics of CBMIS and its influence on the organizational structure in management, througjh the review of the literature concerned. It is also to present an orientation for the optimum design in organizing management, by presenting its effect on the structural variables in the organization with the introduction of MIS.
The method of this study was taken by a structural approach to the orgaization which is a traditional organization theory but the object of it was a computerized information processing system, not-manual system.
The category of MIS in this study was considered ra her a broad conception that covers the electronic data processing system(EDPS) which is the stage of information gathering process, the management information system(MIS) which is the stage of information analysis and control, and the decision support system(DSS) which is the stage of the optimized strategic information.
Such a function of MIS can provide the strategic info mation for strategic plan in the top management, the managerial information for management and control in the middle management, and the operational information for operational control in the lower management. Therefore, the introduction of MIS will bring on some changes on the power and functional structure in the firm on account of job specifications and changeable constituent members.
As far as the previous study on this matter is concerned, some scholars such as Leavitt & Whisle (1958) asserted that the organizational structure should be changed by the introduction of MIS and others such as Anshen(1962), Robey(1981) and Dearden(1967) did not agree to this assertion. It can, however, be justified that the introduction of MIS will bring about some changes on the organizational structure from the theoretical points of view. Woodward(1965) indicates that the effect of the introduction of MIS will the effect of the introduction of MIS will have close corelation between organizational structure and technological advancement, and Leavitt(1958) suggests in his Diamond Model that technological changes will bring about some changes on tasks, organizational structure and man power.
The following were found as a result of this study : the introduction of MIS could make organizational structure far more complicated, centralized and formalized. In other words, it was found more complicated by new job openings, extention of training periods, and expansion of departments. It was also found that the decision-making and the power were more and more centralized in the highest level ofmanagement, and that they led to more formalized system such as documentization of regulations and mechanization of communication.
A result of introduction of MIS influence the number of total departments, the status of the person in charge of MIS, the quantity of duty on the part of the management level, and the number of branches and offices.
A systematic change is needed in organizational structure in consideration of the above results, because the oraganizational structure of the management is not ever lasting but flexible as an adaptive system. This study will suggest a new direction for the and strategic design use of the organizational structure which promises the efficiency of MIS as well as the reconsideration of effectiveness of the organizations.
