제2공화국 중앙정부조직 개편 분석

다국어 초록 (Multilingual Abstract)

This article analyzed the government organization revamps between April 19, 1960 and May 16, 1961. Considering the political, historical, and international environments, the Huh Jeong interim government and Chang Myon government were expected to conduct huge scale government reforms to cope with economic problems, military problems, strengthened requests for more democracy, cleaning up former pro-Japanese group, reunification issue, and changes in the international relations among U.S., Japan, and Korea. The realized government reforms, however, were no more than those for operating the parliamentary cabinet system. The Huh Jeong government was busy trying to make up a new government to overcome the then social disorders, and the Chang Myon government was absorbed in faction-struggling with the Old Boys of the Democratic Party. But the period was never meaningless in modern Korea history. Many ideas on the government reforms and the Five-Year Economic Development Plan, although not realized at the period, were largely realized between May 16, 1961 and the December 1963 as the parts of nation- or society-wide reforms. The former period was the time of exploring and preparing for big jump in the latter period.
