특수교육지원센터의 운영 실태 및 개선방안 = A Study on Current Status of Management and Recommendations for Improvement of Local Special Education Support Centers

The purpose of this study is to find more efficient way to manage of local special education support centers. To establish this purpose, this study analyzed documents related to the legislation, policies, and management status of domestic/foreign countries, surveyed the support teachers in charge of local special education support center and parents of the students with disabilities, and interviewed the support teachers through visiting the centers.
For the current status and problems, firstly there were lack of spaces, personnel, and facilities even though the centers have to be set at every 182 offices of education in nationwide by laws. Second, in the aspect of roles and functions of centers, the diagnosis/evaluation and placement has relatively done well, but the interagency collaboration, information management, in-service training, and life-long education haven't accomplished. Third, there were over load of staffs, lack of facilities for the problems of management. And the staffs' request were to gather parents' opinions and to strength the support service for the parents.
Next, in order to operate the center more efficient, the following efforts will be needed: the foundation space has not to be placed only in offices of education and school, but the places easy to access; service equipment needed to be improved to provide quality services for students and parents; the qualification of the support teachers need to be upgraded from temporary to regular position; the link-services with community has to be strengthened because the accommodation of centers is limited to offer services to users richly.

국문 초록 (Abstract)

본 연구는 특수교육지원센터의 운영 실태와 문제점을 알아보고 바람직한 운영방안을 마련하는데 목적을 두고 있다. 연구방법은 문헌고찰과 설문조사 및 심층면담을 병행하였으며, 본 연구를 통해 나타난 결과를 요약 정리하면 다음과 같다. 먼저, 특수교육지원센터 운영실태 및 요구와 관련하여 첫째, 특수교육지원센터는 대부분 수요자의 요구를 고려하지 않고 지역 교육청 중심으로 설치되어 있으며, 적정 공간이 확보되어 있지 않은 곳이 많은 것으로 나타났다. 둘째, 특수교육지원센터의 기능과 모형이 다양하지 못하고, 현재 수행하고 있는 업무 또한 특수교육활동지원이나 진단평가 및 배치 중심으로 이루고 있으며 관련기관의 협력과 정보관리, 연수 그리고 장애인 평생교육 등은 원활하게 이루어지지 못하고 있는 것으로 나타났다. 셋째, 특수교육지원센터의 운영상 문제점으로는 전담인력과 운영책임자의 과도한 업무부담, 시설설비 부족, 특수교육 지원센터 설치시 부모의 의견수렴부족 그리고 장애학생 부모에 대한 지원서비스 부족 등으로 나타났다. 다음으로, 특수교육지원센터의 효율적안 운영 방안은 첫째, 특수교육지원센터 설치시 수요자의 의견수렴, 설치 장소의 다양화 및 적정 공간 확보를 위한 노력이 필요하다. 둘째, 특수교육지원센터의 기능과 역할수행을 위한 다양한 모형을 개발할 필요가 있다. 셋째, 특수교육지원센터 근무자의 자질과 전문성제고를 위한 노력이 필요하다. 넷째, 지원센터의 시설설비확보를 위한 기준마련과 행정 및 재정적인 지원이 필요하다. 다섯째, 장애학생 부모지원서비스 강화와 지역사회기관과의 연계강화가 필요하다.
